My name is Hershel Daniels, Junior. I am a man in the United Methodist Church Keys of the Kingdom UMC and a 100 Male March minitry leader and on Nov. 28th, (the day of my birth) 2015, I issued this statement - "First, with respect to the family of Micheal Brown my organizations heartfelt condolences in his death at the hands of the Ferguson, MO, Police Officer Wilson on August 9th 2014. As a member of the United Methodist Church my prayers are in the hope that young Mr. Brown’s spirit receives the peace and love he could not find in the dysfunctional environment of Ferguson, MO. We look to work with all members of the church and allies to end institutionalized racism in government at all levels. We have defined racism as a medical condition that deserves inclusion in the medical treatment manual DSM version 5 and I pledge to work to that end. We work to end institutionalized federal government racism in that of the United States of America and international organizations such as the United Nations.”

I will give presentation for the Daniels IDIQ2 to the public at the Cincinnati Library Maker Center

I do so in the shadow of the call of Africa with the first global African Diaspora Summit in May 2012. We hear the call of mother Africa for her children to organize joint operations as the African diaspora in a sixth region of this international organization. The call to answer through 5 legacy projects and other actions. I am answering that call of the African Union which has called its Diaspora to come join it as the sixth region and thereby help the over 1.7 billion people of the African Union. I answer as Chairman of the Non Governmental Organization Friends of the African Union (FAU -2012) and its Chambers (FAU Chambers) which include the Friends of the African Union Chamber of Commerce (2013) and through my company MDi Africa (2015) and as an American of African (slave) and French (slaveholder) decent (1848). I do this as a leader of the Small Group Ministry called the 100 Male March Ministry in Keys of the Kingdom UMC under leaership of Sr pastor vera Cole and with Pastor Bernard.

FRIENDS OF THE AFRICAN UNION

Friends of the African Union pledges that the following operational ethical commitments and principals shall govern our social media operations who by the end of 2016 should have over a million American household users. We will start operations at au6.global with a multimedia stream called FAU Unity.

FAU Unity is where members of the organization will be able to unite, not only with other brothers and sisters from all over the world that have similar goals, interest, skills, talents, and intelligence, but also with allies who support the people of the African Union in meeting the challenging times before us.

FAU Self-Determination is where a member can take as an active part in our self-determination as an African people as they want – in person or electronically. We encourage members to take a leadership role in the activities of the FAU and make them fully inclusive of peoples with disabilities.

FAU Collective Work and Responsibility is centered around private public partnerships. A member will have the opportunity to take part in making a better present and future for our children, youth, seniors and people with disabilities by being involved with the collective works and responsibility that is going to make life better for African People. Our goal is to have a million of these by Junetenth 2016.

FAU’s Cooperative Economics creates for each member a public private partnership that makes each member part of an economic plan that will aid in our people’s financial upliftment.

FAU Purpose is to support the people of the African Union creating a unified Africa which includes the youths, daughters, sons, mothers, fathers, babies, elders, and all our people worldwide.

FAU as a Creative Class Coalition entourages members to use their creativity to come up with ideas that will be beneficial to our people, starting with themselves through joint ventures and stand alones.

FAU has faith even though the USA has had a history of demonstrated and prolonged systematic pattern of human rights violations. that can be changed by creating new American coalition based on the belief that together, there is nothing that is impossible for our people to do. We are creating such a coalition in the American Church and Civi Societyas a tool that brings together our people with allies..

These allies support the United Nations 15 year agenda 2015-2030 called the Sustainable Development Goals which are -

Goal 1. End poverty in all its forms everywhere.

Goal 2. End hunger, achieve food security and improved nutrition and promote sustainable agriculture.

Goal 3. Ensure healthy lives and promote well-being for all at all ages.

Goal 4. Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.

Goal 5. Achieve gender equality and empower all women and girls.

Goal 6. Ensure availability and sustainable management of water and sanitation for all.

Goal 7. Ensure access to affordable, reliable, sustainable and modern energy for all.

Goal8. Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all.

Goal 9. Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation.

Goal 10. Reduce inequality within and among countries.

Goal 11. Make cities and human settlements inclusive, safe, resilient and sustainable.

Goal 12. Ensure sustainable consumption and production patterns.

Goal 13. Take urgent action to combat climate change and its impacts.

Goal 14. Conserve and sustainably use the oceans, seas and marine resources for sustainable development.

Goal 15. Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss.

Goal 16. Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.

Goal 17. Strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development

The pension board manages retirement plans for more than 91,000 participants, including United Methodist clergy and lay employees. Through its Wespath Investment Management division, the board also manages the assets of United Methodist-affiliated endowments, foundations and other institutions. Altogether, the board oversees $21 billion in assets, including the largest church pension fund in the United States.\

SUSTAINABLE INVESTING

The pension board long has been a leader in what the financial industry calls socially responsible investing. In 2006, the United Methodist board was the only faith-based group to help develop the United Nations’ “Principles of Responsible Investment,” which now many other organizations use.

The Book of Discipline, the denomination's law book, requires that all church agencies and institutions, including hospitals and universities, “make a conscious effort” to invest in line with United Methodist Social Principles. The book urges church institutions to “endeavor to avoid” businesses that engage in racial discrimination, violate human rights or use forced labor. The book also specifically exhorts United Methodist entities to shun investments that support gambling, pornography, alcoholic beverages, tobacco or the production of nuclear armaments. As a rule, the United Methodist pension board and other church-related groups will not invest in a company that receives more than 10 percent of its revenue from the objectionable products.

In late 2011, at the urging of many United Methodist leaders, the pension board added private prisons to the stocks it excludes from its portfolio. The board also looks at environmental, social and governance factors in determining whether an investment is sound. Sometimes the board decides to exclude a stock, but often staff will use shareholder engagement to get a company to modify its behavior.

CONSTITUTIVE ACT OF 100 MALE MARCH MINISTRY

RECALLING the objectives and principles enshrined in the Constitutive Act of the African Union;

ADDITIONALLY RECALLING the Protocol on Amendments to the Constitutive Act of the African Union adopted by the First Extra-Ordinary Session of the Assembly of Heads of State and Government in Addis Ababa, Ethiopia in January 2003, and in particular Article 3(q) which invites the African Diaspora to participate as an important component in the building of the African Union;

RECOGNIZING the need to build sustainable partnerships between the African continent and the African Diaspora through sustainable dialogue and effective collaboration with governments and peoples of different regions of the World in which the Diaspora populations are located;

COGNIZANT of the fact that culture and identity inform all facets of development;

ACKNOWLEDGING the need to celebrate and preserve the shared heritage between Africa and peoples of African descent in the Diaspora;

BEARING IN MIND that the African Diaspora represents a historical and evolving experience which calls for an approach that is sensitive to the specificities of the different regions;

AFFIRMING the need to promote South-South Cooperation as a framework for enhancing mutual development as well as Pan-African Solidarity;

REAFFIRMING the importance of women and youth as important pillars of our society that should be mainstreamed in all Diaspora discourses and actions;

LAUDING the efforts undertaken thus far to support Africa and African Diaspora process including organizational efforts, measures and strategies pursued by the African Union;

FURTHER RECALLING relevant African Union Decisions including Decision EX.CL/Dec. 5 (III) on the Development of the Diaspora Initiative adopted by the Third Ordinary Session of the Executive Council in Maputo, Mozambique, in July 2003, Decision EX.CL/Dec. 221 (VII) on the Africa-Diaspora Process adopted by the Eighth Ordinary Session of the Executive Council in January 2006 and Decision EX.CL/Dec. 406 (XII) on the First African Union Diaspora Ministerial Conference adopted by the Twelfth Ordinary Session of the Executive Council in Addis Ababa, Ethiopia, in January2008 on the modalities for Diaspora participation in the organs and activities of the Union and Decision Ass/AU/Dec.205(XI) adopted by the Eleventh Ordinary Session of the Assembly of the Union in Sharm El-Sheikh, Egypt, in July 2008 on the Africa Diaspora Summit, Decision, Ass/AU/Dec 354 (XVI) of the Sixteen Ordinary Session of the Assembly of the Union in Addis Ababa, Ethiopia in January 2011 on the Roadmap for the Diaspora Summit, including the convening of a Technical Experts meeting in Pretoria, South Africa in February 2011 and Decision Ass/AU/Dec 367 (XVII) of the Seventeenth Ordinary Session of Assembly of the Union on the convening of a second Ministerial Conference on the margins of the United Nations General Assembly in New York in September 2011 as well as Decision Assembly/AU/Dec. 393(XVIII) endorsing the outcome and conclusions of the Second Ministerial Conference held in New York in September 2011.

ACKNOWLEDGE of the importance to the African Diaspora of the establishment of The Economic, Social and Cultural Council (ECOSOCC) under the provision of Articles 5 and 22 of the Constitutive Act;

ACKNOWLEDGING ECOSOCC Statutes, adopted by the AU Assembly in July 2004, define it as an advisory organ composed of different social and professional groups of AU Member States (Assembly/AU/Dec.48 (III)). The first ECOSOCC General Assembly was formally launched on 9 September 2008 in Dar es Salaam, UR of Tanzania.

KNOWLEDGABLE of the Structure of ECOSOCC and that under article 4 of the ECOSOCC Statutes, the Council is composed of 150 CSOs (Civil Society Organizations): 1 two CSOs from each Member State; 10 CSOs operating at regional level and eight at continental level; 20 CSOs from the African Diaspora, as defined by the Executive Council and covering the continents of the world; and six CSOs, in ex-officio capacity, nominated by the AU Commission and based on special considerations, in consultation with Member States.

UNDERSTANDING that Article 4 also provides for Member State, regional, continental and Diaspora representatives to be elected on the basis of 50 percent gender equality and 50 percent aged between 18 and 35. Members are elected for four-year terms and may be re-elected once.

CONVINCED that popular participation in the activities of the African Union, as enunciated in the African Charter for Popular Participation, is a prerequisite for its success;

GUIDED by the common vision of a united and strong Africa and by the need to build a partnership between governments and all segments of civil society, in particular women, youth, the private sector and the African Diaspora, in order to strengthen solidarity and cohesion among our peoples;

RECALLING the decision of the Assembly to invite and encourage the full participation of the African Diaspora as an important part of the Continent, in the building of the African Union.

CONVINCED of the need to build on these efforts and outcomes as the basis for establishing a solid foundation for the rejuvenation of the global African family as an instrument of wider renaissance;

REALIZING the imperative of a sustained and coordinated approach and ownership of the African Diaspora related programmes and projects so as to promote their effective implementation and impact;

COMMIT to cooperate in the political, economic and social areas outlined in this Report of the Global African Stakeholders Convention and Programme of Action, and implementation and follow-up modalities.

EXPRESSING our appreciation to Head of Secretariat Dr. Jinmi Adisa for his support in holding the Global African Diaspora Stakeholders Convention.

FUTHERMORE RECOGNIZING that the work of adviser on Diaspora Relations Ms Evelyn Joe in carrying out creation of the the Global African Diaspora Stakeholders Convention and recognition of her skills and outstanding quality of advise and her expressed commitment to the integration and development agenda of Africa and the African Union and her commitment to support a global tour that would spead among the people of the African Union in the sixth region the plan contained in Africa 2063..

THEREBY atthe Global African Diaspora Stakeholders Convention did we, Friends of the African Union and allies, agree to adopt, develop and report on the implement the five legacy projects as created in South Africa 25 May 2012 at the first African Diaspora Summit as a way of giving practical meaning to the Diaspora programme and in order to facilitate the post-Summit implementation programme. These are: a) the production of a Skills Database of African Professionals in the Diaspora; b) the establishment of the African Diaspora Volunteers Corps; c) the African Diaspora Investment Fund; d) a programme on the Development Marketplace for the Diaspora, as a framework for facilitating innovation and entrepreneurship among African and Diaspora; and e) The African Remittances Institute.

AGREEMENT between the people of the African Diaspora and ECOSOCC in regards to decisions to the five tasks given unto us the people of Africa in the sixth region, as defined by AU document, on this day November 21st 2015, do hereby give this report to the leadership of the African Union.

1. We have implemented phase I of the task to create the African Diaspora Volunteer Corps at au6.global with the African Civil Society Organizations (CSO). CSO members include but are not limited to:

Social groups such as those representing women, children, youth, the elderly and people with disabilities and special needs

Professional groups such as associations of artists, engineers, health practitioners, social workers, media, teachers, sport associations, legal professionals, social scientists, academia, business organizations, national chambers of commerce, workers, employers, industry and agriculture, as well as other private sector interest groups

Non-governmental organizations (NGOs), community-based organizations (CBOs) and voluntary organizations

Cultural organizations

Social and professional organizations in the African Diaspora (in accordance with the definition approved by the Executive Council of ECOSOCC).

2. We have created a African Diaspora Skills Database Phase I which is used in the creation of the African Diaspora Volunteer Corps so as to encourage and support the development of an African Union Diaspora Volunteer programme as a framework for associating the Diaspora directly with the development of the continent and which as of this day is in operation at AU6.global.

3. We have created on Deceber 28th 2015 the framework for a report to be issued by May 25th 2016 on the African Institute of Remittance and the other 4 legacy tasks based on previous actions of the African Diaspora and organs and officials of the African Union since July 16 2012.

4. We have created this day the framework for a African Investment Fund based on previous actions since July 16 2012 and the business model of the Community Reinvestment Fund which shall serve as a guide in the creation of a global organized with a ownership structure that supports the people of the African Union.

5. We Africans of the Diaspora acknowledge that under Article 11 of the ECOSOCC Statutes there is established 10 Sectoral Cluster Committees as key operational mechanisms to formulate opinions and provide input into AU policies and programmes. The Committees are: Peace and Security; Political Affairs; Infrastructure and Energy; Social Affairs and Health; Human Resources, Science and Technology; Trade and Industry; Rural Economy and Agriculture; Economic Affairs; Women and Gender; and Cross-Cutting Programmes (such as HIV/AIDS, international cooperation and coordination with other AU institutions and organs). The ECOSOCC General Assembly may recommend amendments to the established Sectoral Cluster Committees. We will endeavor have implemented preliminary work on the task to create the Development of a marketplace for African development in line with ECOSOCC Statues and shall report back to assembly not later than May 25th 2016 on the basis of the aforementioned 10 Sectoral Cluster Committees .

We do this work so as to encourage the Diaspora to organize our self in a global network and to establish appropriate mechanisms that will enable our increasing participation in the affairs of the African Union as observers and eventually, in the future, as a sixth region of the continent that would contribute substantially to the implementation of policies and programmes.

The Founders of 100 Male March Ministry who know that many poor citizens of America have a high degree of desperation and hopelessness along with the belief that things can't change. 100 Male March Ministry (100 M3) was created to change this perception, in the Christian church and people, by action; we will walk the walk, not talk the talk - join us in being the change agents in in our lifetime for our kids. Presidential Memorandum -- Creating and Expanding Ladders of Opportunity for Boys and Young Men of Color

MEMORANDUM FOR THE HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES

SUBJECT: Creating and Expanding Ladders of Opportunity for Boys and Young Men of Color

Over the course of my Administration, we have made consistent progress on important goals such as reducing high school dropout rates and lowering unemployment and crime. Yet as the Congress, State and local governments, research institutions, and leading private-sector organizations have all recognized, persistent gaps in employment, educational outcomes, and career skills remain for many boys and young men of color throughout their lives.

Many boys and young men of color will arrive at kindergarten less prepared than their peers in early language and literacy skills, leaving them less likely to finish school. Labor-force participation rates for young men of color have dropped, and far too many lack the skills they need to succeed. The disproportionate number of African American and Hispanic young men who are unemployed or involved in the criminal justice system undermines family and community stability and is a drag on State and Federal budgets. And, young men of color are far more likely to be victims of murder than their white peers, accounting for almost half of the country's murder victims each year. These outcomes are troubling, and they represent only a portion of the social and economic cost to our Nation when the full potential of so many boys and young men is left unrealized.

By focusing on the critical challenges, risk factors, and opportunities for boys and young men of color at key life stages, we can improve their long-term outcomes and ability to contribute to the Nation's competiveness, economic mobility and growth, and civil society. Unlocking their full potential will benefit not only them, but all Americans.

Therefore, I am establishing the My Brother's Keeper initiative, an interagency effort to improve measurably the expected educational and life outcomes for and address the persistent opportunity gaps faced by boys and young men of color. The initiative will help us determine the public and private efforts that are working and how to expand upon them, how the Federal Government's own policies and programs can better support these efforts, and how to better involve State and local officials, the private sector, and the philanthropic community.

By the authority vested in me as President by the Constitution and the laws of the United States of America, I hereby direct the following:

Section 1. My Brother's Keeper Task Force. (a) There is established a My Brother's Keeper Task Force (Task Force) to develop a coordinated Federal effort to improve significantly the expected life outcomes for boys and young men of color (including African Americans, Hispanic Americans, and Native Americans) and their contributions to U.S. prosperity. The Task Force shall be chaired by the Assistant to the President and Cabinet Secretary. In addition to the Chair, the Task Force shall consist of the following members:

(i) the Attorney General;

(ii) the Secretary of Agriculture;

(iii) the Secretary of Commerce;

(iv) the Secretary of Defense;

(v) the Secretary of Education;

(vi) the Secretary of Health and Human Services;

(vii) the Secretary of Housing and Urban Development;

(viii) the Secretary of the Interior;

(ix) the Secretary of Labor;

(x) the Secretary of Transportation;

(xi) the Director of the Office of Management and Budget;

(xii) the Chair of the Council of Economic Advisers;

(xiii) the Director of the Office of Personnel Management;

(xiv) the Administrator of the Small Business Administration;

(xv) the Chief Executive Officer of the Corporation for National and Community Service;

(xvi) the Assistant to the President for Intergovernmental Affairs and Public Engagement;

(xvii) the Director of the Domestic Policy Council;

(xviii) the Director of the Office of Science and Technology Policy;

(xix) the Director of the National Economic Council; and

(xx) the heads of such other executive departments, agencies, and offices as the Chair may, from time to time, designate.

(b) A member of the Task Force may designate a senior-level official who is from the member's department, agency, or office, and is a full-time officer or employee of the Federal Government, to perform the day-to-day Task Force functions of the member. At the direction of the Chair, the Task Force may establish subgroups consisting exclusively of Task Force members or their designees under this subsection, as appropriate.

(c) The Deputy Secretary of Education shall serve as Executive Director of the Task Force, determine its agenda, convene regular meetings of the Task Force, and supervise its work under the direction of the Chair. The Department of Education shall provide funding and administrative support for the Task Force to the extent permitted by law and within existing appropriations. Each executive department or agency shall bear its own expenses for participating in the Task Force.

Sec. 2. Mission and Function of the Task Force. (a) The Task Force shall, consistent with applicable law, work across executive departments and agencies to:

(i) develop a comprehensive public website, to be maintained by the Department of Education, that will assess, on an ongoing basis, critical indicators of life outcomes for boys and young men of color (and other ethnic, income, and relevant subgroups) in absolute and relative terms;

(ii) assess the impact of Federal policies, regulations, and programs of general applicability on boys and young men of color, so as to develop proposals that will enhance positive outcomes and eliminate or reduce negative ones;

(iii) create an Administration-wide, online public portal to identify and disseminate successful programs and practices that improve outcomes for boys and young men of color;

(iv) recommend, where appropriate, incentives for the broad adoption by national, State, and local public and private decisionmakers of effective and innovative strategies and practices for providing opportunities to and improving outcomes for boys and young men of color;

(v) consistent with applicable privacy laws and regulations, provide relevant Federal data assets and expertise to public and private efforts to increase opportunities and improve life outcomes for boys and young men of color, and explore ways to coordinate with State and local governments and non-governmental actors with useful data and expertise;

(vi) ensure coordination with other Federal interagency groups and relevant public-private initiatives;

(vii) work with external stakeholders to highlight the opportunities, challenges, and efforts affecting boys and young men of color; and

(viii) recommend to the President means of ensuring sustained efforts within the Federal Government and continued partnership with the private sector and philanthropic community as set forth in this memorandum.

(b) The Task Force shall focus on evidence-based intervention points and issues facing boys and young men of color up to the age of 25, with a particular focus on issues important to young men under the age of 15. Specifically, the Task Force shall focus on the following issues, among others: access to early childhood supports; grade school literacy; pathways to college and a career, including issues arising from school disciplinary action; access to mentoring services and support networks; and interactions with the criminal justice system and violent crime.

(c) Within 30 days of the date of this memorandum, each member of the Task Force shall provide recommended indicators of life outcomes for the public website described in subsection (a)(i) of this section, and a plan for providing data on such indicators.

(d) Within 45 days of the date of this memorandum, each member of the Task Force shall identify any relevant programs and data-driven assessments within the member's department or agency for consideration in the portal described in subsection (a)(iii) of this section.

(e) Within 90 days of the date of this memorandum, the Task Force shall provide the President with a report on its progress and recommendations with respect to the functions set forth in subsection (a) of this section. Additionally, the Task Force shall provide, within 1 year of the date of this memorandum, a status report to the President regarding the implementation of this memorandum.

Sec. 3. General Provisions. (a) Nothing in this memorandum shall be construed to impair or otherwise affect:

(i) the authority granted by law or Executive Order to an agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This memorandum shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This memorandum is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d) The Secretary of Education is hereby authorized and directed to publish this memorandum in the Federal Register.

The book urges church institutions to “endeavor to avoid” businesses that engage in racial discrimination, violate human rights or use forced labor. The book also specifically exhorts United Methodist entities to shun investments that support gambling, pornography, alcoholic beverages, tobacco or the production of nuclear armaments. As a rule, the United Methodist pension board and other church-related groups will not invest in a company that receives more than 10 percent of its revenue from the objectionable products.

In late 2011, at the urging of many United Methodist leaders, the pension board added private prisons to the stocks it excludes from its portfolio. The board also looks at environmental, social and governance factors in determining whether an investment is sound. Sometimes the board decides to exclude a stock, but often staff will use shareholder engagement to get a company to modify its behavior.

Change Agent Partners eleigability is dependent of a member of the HH being an American citizen who is a descendent of a African victum of past US Government support of institutionalized trans atlantic and caraabian slavery and those institutionalized racism as defined by the United Nations from 1868 to 2016,

Fourth we will create a public private partnership from our first of these 20000 HH Change Agent Partners in Walnut Hills and from there in My Auburn conclude the startup of My Brtohers Keeper of Greater Cincinnati with the 100 Male March of the Friends of the African Union who has partnered with the United Methodist Men of keys of te Kingdom UMC to create a affilation with its 100 Male March Ministry which is headed by Bishop Nathaniel Snipes.

MY BROTHERS KEEPER AN AFRICAN AMERICAN ALLIANCE JOINT VENTURE WITH FAU CINCINNATI TO DEVELOP MY BROTHERS KEEPER OF GREATER CINCINNATI FINANCE COMMITTEE

In February 2014, President Obama launched the MBK Initiative to address persistent opportunity gaps faced by boys and young men of color (BYMOC) and help all young people reach their full potential. The initiative seeks to mobilize leaders in the community and private sector and capitalize on their support and commitments to reach that goal. My Brother's Keeper initiative started as a interagency effort to improve measurably the expected educational and life outcomes for and with a focus to address the persistent opportunity gaps faced by boys and young men of color. The initiative will help us determine the public and private efforts that are working and how to expand upon them, how the Federal Government's own policies and programs can better support these efforts, and how to better involve State and local officials, the private sector, and the philanthropic community. In 2015 it was spun off into a non governmental organization to coordinate sustainable efforts with the My Brother's Keeper initiative interagency effort.

The Lion has roared (Our associations Chairman is Ohio River Valley United Methodist Men President Melvin Williams is also a Greater Cincinnati Urban League Lion) though our adaptation as a base reference document The State of Black Cincinnati 2015: Two Cities. The book is a comprehensive report published in 2015 by the Greater Cincinnati Urban League plus an updated to official plan for the city (2012) called Plan Cincinnati and Wikipedia are our definitions. Our Constitutional Act went into effect 19 December 2015. We are an unincorporated association that started operations December 19th 2015 and has the Ohio River Valley United Methodist Men as a 501c3 fiduciary. We were accepted in the MBK Alliance as the My Brothers Keeper of Greater Cincinnati on January 8th 2016.

We are to be compliant with the US Office of Management and Budget Curricular A-133 and all internal revenue service laws and revenue code. We do so in the shadow of the call of Africa with the first global African Diaspora Summit in May 2012. In 2016 we answer through 5 authorized legacy projects and other actions, as assigned by organs of the African Union. We serve a total market of 500,000 people under 25 in the market with 200,000 African Americans. We are creating this day a partnership through our Finance Committee and Friends of the African Union a United Nations based solution to US Federal Government past and present racial discrimination and civil rights violations since 1868. The Friends of the African Union joined with the UN Civil Society agency New Future Foundation and submitted on Sept. 15th 2014, as a United Nation Civil Society joint venture, UN HRC Document JS51_UPR22_USA_E_Main, in line with the deadline for such a submission in regards to The 2015 Universal Periodic Review (UPR) of the USA. The next UPR of the USA is in 2019.

The Universal Periodic Review (UPR) is a unique process which involves a review of the human rights records of all UN Member States. The UPR is a State-driven process, under the auspices of the Human Rights Council, which provides the opportunity for each State to declare what actions they have taken to improve the human rights situations in their countries and to fulfill their human rights obligations. In this case the President said that the number one problem of the USA is Civil Rights, Ethnic, and Racial Discrimination. Other recommendations have been divided into subject matter categories such as Criminal Justice Issues, Indigenous Issues National Security, Immigration, Labor and Trafficking, Economic, Social and Cultural Rights and Measures, The Environment, Domestic Implementation of Human Rights and Treaties and International Human Rights Mechanisms.

Implementation is following the following 4 STEP process on the following page.

STEP #1: Accept the President’s challenge, done Jan 8th 2016.

STEP #2: Convene a “Local Action Summit(s)” to build support for the MBK mission. We held a mini summit on February 20th 2016 and joint daily calls in the month of February (the last black history month in the Obama presidency) within 45 days with participating communities. We have a plan of the Finance Committee to host a Local Action Summit with key stakeholders to assess needs and assets, determine priorities, and set concrete goals weekly with finial summit the week of June 19th 2016.

STEP #3: Conduct a policy review and form recommendations for action We will ask the over 100 communities in our SMA to participate in a working group of pertinent government stakeholders to examine existing local policies, programs, and practices in search of ways to introduce or expand existing efforts to better serve the needs of local youth. Within 120 days on May 1 2016 we will have worked with communities to produce a report with recommendations for action related to their selected milestones. Our policy review starts in earnest on March 16th 2016 with fellow members of the National Community Reinvestment Coalition at our annual meeting March 16th through 19th 2016.

Our theme “Unity in the Community” is based on a superset of the corporate playbook to bring corporate America in support of MBK Initiative; it was developed by Deloitte Consulting. “Deloitte” is the brand under which tens of thousands of dedicated professionals in independent firms throughout the world collaborate to provide audit, consulting, financial advisory, risk management, tax and related services to select clients. We will use them and Oracle technology to create a big data solution center. We will use the deep industry and functional knowledge of Oracle applications and technology to help the finance committee to implement solutions based on forks of Oracle Java and other technologies.

Our MBKGC finance committee and allied organizations will use technology that holds the answer to many complex business and public sector questions. Solutions can happen when combined with the right local talent and from around the world. A special focus will draw from the members of the African Scientific Institute fellowship. Our Finance Committee Chairman is an African Scientific Institute Fellow (ASI Fellow). ASI Fellows is an international honorary association of accomplished individuals in the areas of “hard-science and technology” (physical and life sciences, computer science, mathematics, etc.), as opposed to those in the “soft” sciences (sociology, psychology, etc.). ASI Fellows, over 900 members, are a part of a think tank, producing new ideas and resources for other fellows and their projects. ASI Fellows honors the accomplishments of spectacular individuals and provides a platform where they can grow and contribute. In this case to work to Erase the Digital Divide in greater Cincinnati and support higher educational achievement, lower public health care costs and improve our capacity under the national incident management system.

STEP #4: The standard is that within 120 days to launch a plan of action, next steps, and a timetable for review. We will do that on May 25th 2016 with participating communities in a convened meeting with key partners to publicly launch a plan of action for accomplishing selected goals based on policy review results. The action plan included a protocol for tracking data, benchmarks, and timelines for review to facilitate the transparent assessment of progress towards goals and the open examination and retooling of ineffective strategies.

The wrap around solutions of Cincinnati Change, that have been adopted as our social services solutions baseline by the finance committee, will support closing the gap identified in “The State of Black Cincinnati 2015: Two Cities” through the My Brothers Keeper of Greater Cincinnati 100 year plan starting with updates to Plan Cincinnati and the Cincinnati Collaborative Agreement.
