Recommendation: schools send team of teachers 

  • Cultural & linguistic differences can mask a disability 
  • Cultural & linguistic differences are often mistaken for a learning disability 
  • Ensure that diverse learners are not misrepresented in the SPED population 
  • Outline a collaborative process for intervention 
  • Define an integrated IEP process to include both SPED and ESL services
