More than 1000 local seniors participated in a survey by the Seniors Council, completed in October 2015. The survey report identifies needs and set priorities for the use of federal funding for senior services.

The Seniors Council is the designated Area Agency on Aging for Santa Cruz and San Benito Counties. Every four years, all area agencies survey local needs to update their plan. This gives seniors a voice in the process and provides data for effective advocacy for senior services at the local, state and federal levels.
