Seminar hosted by Embassy of Sweden and the Atlantic Council. In a global security environment characterized by instability and insecurity, the need to reevaluate the risk of armed conflict and the preparedness of modern societies to withstand the consequences of war has become apparent. The reestablishment of a Total Defense Concept is Sweden’s response to these challenges. Civilian defense plays an important role in the total defense concept, equipping individuals with the information and tools they need to cope with the threat of war, from disaster resilience strategies to civil resistance.

The Swedish Defence Commission, a parliamentary committee tasked with presenting proposals for preparations required to assure Sweden’s defense, is releasing a new report defining the future development of Sweden’s civil defense for 2021-2025. At its heart is the idea of resilience – that Sweden will be able to withstand the initial shock of an attack and protect its security, freedom, and autonomy.

Together with leading researchers from the Atlantic Council’s Adrienne Arsht Center for Resilience, members of Sweden’s Defence Commission will discuss the concept of total defense, what total defense means in the current political paradigm, and what role individual nations and international cooperation play in developing resilient defense systems.
