The Jackson Federal Building Design-Build Modernization was a $40M energy modernization of an occupied 860,000sf 36 story high-rise funded by the Recovery Act. The Howard S. Wright design-build team employed Lean principles throughout the solicitation, design, and construction award to provide best value for this complex project.
Join Howard S. Wright and McKinstry as they share the story of implementing Target Value Design during the 1 month RFP where they processed 55 design sets using set-based design to come up with the best Energy Conservation Measures (ECMs) to meet the stipulated budget, stipulated schedule, and stipulated energy savings without impacting the tenants. Utilizing pull-planning they detailed out an integrated schedule that leveled and prioritized the design process to meet the aggressive schedule. Finally, JFB included a unique requirement to prove energy savings via an energy performance guarantee with a 1 year Measurement & Verification (M&V) period. The proposed solution had to be strong enough to ensure energy savings as the contract held $1.8M until the M&V period proved out savings.
This session will show specific examples and provide lessons learned on incorporating Lean techniques into Deep Retrofits. This includes raw data on schedule gained due to Lean behaviors as well as direct dollar savings for a complex modernization in an occupied facility. We will explain Target Value Design and how it was successfully implemented to provide the best design at the lowest cost in a very short time frame. We’ll provide the recipe and lessons learned for energy performance criteria in Federal work and any other complex modernization.

The Cascadia-Seattle Community of Practice (CoP) of LCI provides local lean support to owners, architects and designers, engineers, contractors, specialty contractors, and suppliers. We invite owners and project delivery team members to meet together as a Community of Practice to learn, share, and develop a lean community in Cascadia. As a regional forum for conversations among practitioners, the CoP will help create a new common sense for the AEC industry as LCI continues to build knowledge in design and construction.
