Ms. Kristen Mahoney currently serves as the Deputy Director for Policy at the Bureau of Justice Assistance (BJA), located within the Office of Justice Programs (OJP) and United States Department of Justice (DOJ). In this role, Ms. Mahoney directs the creation of criminal justice policies that assist state, local, and tribal communities to prevent or reduce crime and violence.

Prior to assuming the Deputy Director’s role, Ms. Mahoney served as the Executive Director of the Governor’s Office of Crime Control & Prevention for the State of Maryland. Ms. Mahoney came to state government after serving as the Chief of Technical Services for the Baltimore Police Department and the Executive Director of the Mayor’s Office of Criminal Justice.

Ms. Mahoney received her B.A. from Sweet Briar College and her J.D. from the University of Baltimore. She is a member of the Maryland Bar and has practiced law with the Legal Aid Bureau of Maryland, specializing in the representation of abused and neglected children.


Holly C. Wilcox, PhD has a joint faculty appointment as an Associate Professor in the Department of Psychiatry and Behavioral Sciences, Johns Hopkins School of Medicine, and the Department of Mental Health, Johns Hopkins Bloomberg School of Public Health and an affiliated faculty member with the Center for Safe and Healthy Schools.

Dr. Wilcox is a psychiatric epidemiologist primarily focused on the prevention of suicide. She is the principal investigator of a large randomized trial funded by the National Institute of Mental Health (NIMH) to study the effectiveness of a universal depression education program delivered in high schools on reducing mental health stigma and increasing mental health service utilization.

Dr. Wilcox is co-chair of the Suicide Prevention Task Group of the National Network of Depression Centers, a network of 21 leading clinical and academic Centers of Excellence in the U.S. working to transform the field of depressive illnesses and related mood disorders.
