Collaboration Session 1 — Cyber Security and Federal Data Protection​

The Federal Data Strategy calls for promoting efficiency and leveraging value in data through information sharing. At the same time, the Open Government Data Act is driving Government agencies to install Chief Data Officers (CDOs) to define and make openly available agency collected data. CDOs and CISOs are working ever more closely together to address FISMA-rooted security requirements. This discussion will address impacts of government strategy and policy on data security programs, identify the priority hurtles to meeting openness and security requirements, and review solution trials and lessons learned.

Collaboration Session 2 — Cyber Supply Chain Management:​

Supply chain vulnerabilities in federal acquisition programs pose a real threat to Government missions and operations. EO 13873 Securing the Information and Communications Technology and Services Supply Chain mandates that 3rd party code (3PC) providers cannot have ties to foreign entities. The SECURE Technology Act established the Federal Acquisition Security Council to help reduce government supply chain threats. As a result, Acquisition officials and CISOs are working ever more closely together to define the agency programs to better manage cyber supply chain security. This discussion will address impacts of government strategy and policy on data security programs, identify the priority hurtles to meeting openness and security requirements, and review solution trials and lessons learned.

Collaboration Session 3 — Cyber Portfolio Management: ​

The Risk Management Framework 2.0 tells us to “Prepare” the organization to engage in risk management activities. The Cyber Security Framework tells us how to secure systems and information. But where should the money be spent? Some agencies have attempted to define Cyber Capability Maturity Models (C2M2) and then apply those models to find weak points within their organization. Other agencies have employed threat-based frameworks to understand the cyber risks inherent in their existing or planned systems. But more importantly, identifying ways in which to prioritize risk for spending and investment purposes remains a CISO’s top priority. This discussion will identify approaches used and lessons learned by CISOs and cyber security organizations when attempting to understand cybersecurity risk and prioritize spending.
