The first conditional cannabis cultivation licenses have already been awarded to the existing hemp famers (more to be awarded soon) and the first 100 retail licenses will be for New Yorkers that have been formerly convicted of marijuana related offenses (For the full set of license requirements go to ontherevel.com).
