This fall TEFAF comes to New York! If you cannot make it to Maastricht, you can certainly make it to New York (if not in New York). New venue, old land mines. To welcome the newcomer, let's talk about Nazi-era looted art and restitution.

In the post US v. Portrait of Wally* world where immunity from seizure acts need to be verified and clarified, The European Fine Art Fair (TEFAF) coming to New York is a prime time to revisit old and current restitution cases. Just this spring in Maastricht, one of the 28th TEFAF's exhibitors was offering "Lady feeding a parrot" by Casper Netscher, a recently restituted painting which had once been the property of a Belgian Jewish family, Hugo and Elizabeth Andriesse. Who knows what may be on display at the Park Avenue Armory between the 22nd and the 26th of October? Art dealers must be cognizant that what they acquire or accept on consignment have good title and can be sold free of doubt.
Our host, Jane Kallir, director of Galerie St. Etienne, has appeared as an experts witness in multiple restitution cases. She will be joined by Lucille Roussin, scholar and practitioner specializing on cultural property disputes and Frank Lord, who will present on the history of restitution cases in the United States and discuss ongoing claims for art displaced during World War II. Irina Tarsis, founding member of the Center for Art Law, will moderate and discuss alternative dispute resolution for Nazi-era looted art claims.

Speakers:
Jane Kallir is co-director of the Galerie St. Etienne. She is a noted Schiele scholar and the author of the Schiele catalogue raisonné. She has served as an expert witness in US v. Portrait of Wally and Bakalar v. Vavra.
Lucille A. Roussin, Esq., is the founder and Director of the Holocaust Restitution Claims Externship at the Benjamin N. Cardozo School of Law in New York City. She was Deputy Research Director of the Art and Cultural Property Team of the Presidential Commission on Holocaust Assets in the US and has served as an expert witness for the claimants in Schoeps et al., v. Museum of Modern Art and the Solomon R. Guggenheim Foundation.
Frank K. Lord, IV, Esq., is a partner in Herrick's Art Law Group. He represents collectors, art dealers, claimants, auction houses and museums in matters relating to art and cultural property law. Among Frank's ongoing cases is his work with Marei von Saher—the heir of Dutch art dealer Jacques Goudstikker—who is pursuing the recovery of hundreds of artworks that were seized by the Nazis during World War II.

Irina Tarsis, Esq., is an art historian and a practicing attorney who founded the Center for Art Law in 2011. She conducts provenance research and consults on various art law matters such as title disputes, copyright infringement and fair use, artists’ rights, restitution, authenticity and provenance research.
