The Ongoing Relationship Between Your Comprehensive Plan & Zoning Code

While each of our communities in Dutchess County already has a comprehensive plan, many of those plans were adopted 10+ years ago and may not reflect current trends, preferences or best practices. Updating a comprehensive plan can be undertaken in several ways, and should be paired with a fresh look at the zoning code.

Michael Welti, AICP, with Barton & Loguidice, will discuss comprehensive planning and the relationship between a community's comprehensive plan and zoning. Pulling from over 20 years of experience working with communities across upstate New York, Mr. Welti will describe the process of updating a comprehensive plan, and will share examples of zoning innovations that have been utilized to implement local plans.

Speaker Bio:
Michael Welti, AICP is a Senior Land Use Planner in Barton & Loguidice’s Sustainable Planning and Design Group. He is based in their Newburgh office and lives with his wife and family in Hopewell Junction.

Mr. Welti is a certified planner with extensive professional experience in the public, private, and non-profit sectors, with expertise in comprehensive and master planning, integrated land use and transportation planning, zoning and subdivision regulations, design guidelines and form-base codes, and environmental review (SEQR/NEPA). His areas of specialization include public participation strategies and public meeting facilitation, smart growth, sustainability, urban design, transportation planning, farmland and open space conservation, recreation and trail planning, economic development and grantsmanship.

Prior to Barton & Loguidice, Mr. Welti worked briefly at Hudson Valley Pattern for Progress and was the Director of Planning and Development for the City of Peekskill, NY. Prior to Peekskill, Mike worked for more than 15 years as a consulting planner for communities, public agencies, and organizations across New York State. Mike earned his Masters of Regional Planning from the University of Albany. He also has a BA in Political Science from Binghamton University and an MA in Social Studies Education from the University of Albany.


This course may be eligible for 2 hours of required training credits for members of local plannings boards and zoning boards of appeal. Check with your municipality. Attendance certificates will be available the evening of the event.
