Well-publicized shortcomings in the state parole system became a passion of Sen. David Sanders of Little Rock at the legislature. The extraordinary population of recidivist parolees in Little Rock has
become a major concern for Mayor Mark Stodola. City Director Ken Richardson represents a neighborhood familiar with both problems, but he also works a day job that aims at preventing the creation of offenders.
