Pushing the Envelope:
Creative Financing to End Homelessness

Homelessness is expensive. Advancing creative ways to invest in solutions to end homelessness in our state will reduce public costs as well as make life better for many people who are currently living without a stable place to call home. Innovative financing will be critical to this effort.

At this IForum, we’ll explore some of the creative ways that Connecticut is currently using available resources to accomplish the goal of ending homelessness, including a deep dive into ways the state can use Medicaid to help provide housing related services and tenancy support for those experiencing homelessness.

Presenting Sponsor: United Health Foundation
The Foundation will announce a major grant for the Reaching Home Campaign’s Hospital Initiative, providing key funding to expand Community Care Teams (CCTs) across the state. The Initiative works with CCTs to integrate health care and housing services for people experiencing homelessness, helping vulnerable people to recover and stay healthy in a safe and supportive home in Connecticut.

Keynote Speaker:
Kevin Martone, Executive Director, Technical Assistance Collaborative

Kevin will discuss the intersections of Medicaid and homelessness, how other states are using Medicaid as a financing vehicle to support ending homelessness and improving health care, and what providers need to know as Connecticut considers these opportunities.

Technical Assistance Collaborative (TAC) provides expert technical assistance and consultation for federal, state, and local government agencies, providers and other stakeholders on housing and human services systems policy and program development, design, financing, implementation, evaluation, and quality improvement.
