On May 24, 2017, EPA will hold a public meeting to discuss approaches and obtain feedback on assigning and applying unique identifiers when a confidential business information (CBI) claim for chemical identity is approved. The meeting will also be available by remote access for registered participants.
Under the amended Toxic Substances Control Act (TSCA), when EPA approves a CBI claim for chemical identity, the Agency is required to assign a unique identifier to that chemical identity, apply this unique identifier to other information or submissions concerning the same substance, and to ensure that any non-confidential information received by the Agency identifies the chemical substance using the unique identifier while the specific chemical identity of the chemical substance is protected from disclosure.
Who should attend:
You may wish to attend this meeting or submit written comment to docket number EPA-HQ-OPPT-2017-0144 if you have or expect to submit information (particularly CBI) to EPA under TSCA. This may include chemical manufacturers, importers, or processors. Persons who would use unique identifiers assigned by the Agency to seek information on chemical substances may also be interested in attending the meeting or submitting written comment. These people may include consumer or commercial chemical users, consumer product companies, non-profit organizations in the environmental and public health sectors, state and local government agencies, and members of the public interested in the environmental and human health assessment and regulation of chemical substances.
What will be covered at the event:
At the beginning of the meeting, EPA will make a brief presentation concerning the unique identifier requirement and the issues with implementing this requirement. At the conclusion of that presentation, registered meeting participants will be invited to provide comment. Following the comment portion of the meeting, there will be a roundtable discussion that will further enhance EPA’s understanding of stakeholder considerations. Information obtained during this meeting will be considered as the Agency works to implement the new requirements under TSCA.
