Course Overview and Development Objectives

Elmira College’s Project Requirements and Procurement Management course is truly a virtual classroom with live synchronous (real-time) lectures and interactions for all participants in the course. Successfully collecting and managing requirements has been recognized as a key success factor in many projects. If requirements are not effectively captured, the probability of meeting customer and stakeholder expectations in a project is very low.

This course introduces attendees to the key concepts, methodologies and best practices of collecting and managing project requirements.

Additionally, the project activities associated with procurement are also covered: procurement planning, contract selection, source selection, procurement documents and procurement execution and control.
Key topics addressed include the process for collecting and analyzing requirements, defining scope through effective WBS practices, procurement planning, execution and contract control.

Terminology, processes and definitions, where appropriate follow the Project Management Institute’s (PMI®) Guide to the Project Management Body of Knowledge (PMBOK® Guide). Audience

This course is for individuals who desire to understand how to collect and manage requirements in a project. Also, any project team member who is responsible for involvement in the procurement process will benefit from this class.

It is especially suited for project team members, project managers and key stakeholders.
Additionally, functional managers who support project resources and professionals who desire a career in project management should benefit.

Course Learning Objectives
At the end of the course, students will be able to:
 Understand typical challenges and obstacles of project success.

 Know the differences and overlaps of the Project Manager and Business Analyst roles.

 Know the history of IIBA, the rise of Business Analysis and the BABOK.

 Know the importance of clear objectives, stable requirements and effective change control.

 Understand the definition of a requirement.

 Know how requirements differ from needs and features.

 Know the categories of requirements.

 Understand the requirements management process: elicitation, analysis & documentation.

 Know the importance of selling the solution to stakeholders and the role of a vision-scope document.

 Know the importance of linking solution requirements and features to specific WBS components.

 Know how to develop and execute a project procurement plan including contract selection, selection criteria, source selection and implementation.

 Understand the differences and appropriateness of contract types (cost reimbursable versus fixed price and procurement documents (IFB, RFP).  Implement effective contract change control.

Prerequisites

Before beginning this course, students should have:
 Participants should have attended at least a basic course in project management tools and techniques or have equivalent knowledge and experience, especially in the areas of schedule and cost control, risk management and managing project stakeholders.

 2 or more years of experience in a project management environment is helpful.

 An understanding and experience with MS Windows and Office products.
