In partnership with the Kentucky Primary Care Association's Annual Conference, Kentucky Voices for Health will be holding a pre-conference that brings together health advocates, healthcare providers, and policymakers to discuss the design, implementation, and evaluation of Kentucky HEALTH, Governor Bevin's 1115 Medicaid waiver.

Cabinet for Health & Family Services administrators will provide an overview of Kentucky HEALTH – what’s changing, when, and how new policies will be implemented and evaluated. A moderated discussion with audience Q&A will focus on how consumer health advocates, healthcare providers, and other stakeholders can be engaged in the planning, implementation and evaluation to ensure the best outcomes for Kentuckians.

A panel of healthcare safety-net providers will discuss how the healthcare landscape will change under Kentucky’s 1115 Medicaid waiver called Kentucky HEALTH. Panelists will share their perspectives on how these changes will impact the healthcare safety-net, patients and communities. A moderated discussion with audience Q&A will focus on what providers are doing to prepare for the waiver, what challenges lie ahead, and how health advocates can work together to help Kentuckians understand and navigate the changing healthcare landscape.

Medicaid's Role for Children and Families in Kentucky

Joan Alker, Executive Director of Georgetown University’s Center for Children and Families, will share the findings of a recent report on Medicaid in small towns and rural America, linking coverage gains in Kentucky with critical improvements in health and economic security for kids, families, and communities. In light of this data, Joan will explore the direct and indirect implications of Kentucky's 1115 Medicaid waiver for the children and families.

A Deeper Dive into Indiana’s HIP 2.0 Evaluation: Applying Lessons Learned to Kentucky HEALTH
Panelists will discuss the results of a third-party independent evaluation of Indiana’s 1115 waiver called Health Indiana Plan 2.0. We’ll learn what’s working well and what isn’t as Kentucky prepares to implement a similar program. A moderated discussion with audience Q&A will focus on what Kentucky can do to apply these lessons learned as Kentucky HEALTH is implemented in order to ensure a robust evaluation with the best outcomes for Kentuckians.
