Description

The Health Center Resiliency Bootcamp is a 2-day training designed for organizations with existing emergency plans or mandates requiring plans be developed (such as FQHCs). Participants complete documents throughout the training that are specific to their organization and can be integrated into existing plans. The training will conclude with a tabletop exercise that meets CMS requirements.

Participants should bring the following materials to the bootcamp.

• Ideally 3-5 participants from each clinic
• Laptop computer (one per clinic)
• List of staff with contact information
• List of volunteers with contact information (as accurate as possible)
• List of external authorities the clinic reports to. Some examples:

  1. Administrative reporting (ex: System/network leadership)

  2. Public health reporting (ex: local health department, state health department, etc…)

• List of clinical services the clinic provides
• List of administrative functions the clinic conducts and contact information (ex: payroll, hiring, cleaning/facilities management etc.)
• Inventory list – at least supplier information (include clinical and administrative)
• List of referral organizations
• List of utilities and contact information (emergency contact information if available)
• Name and contact information of building manager

These items are recommended, not required. This information will enable participants to more fully complete the emergency plan documents during the training, but participants may still attend if they are not able to bring this complete list.

Course Schedule

Day 1

  • Planning Strategies - Foundational preparedness concepts and the importance of improving effective and efficient decision making

  • Program Management - Emergency Management Committee, Incident Command System, Succession Planning and Emergency Operations Center

  • Communications - Internal and External Communications

  • Essentials Services - Defining essential services during and immediately after a disaster, limitations and expansions in services

Day 2

  • Staffing - Identifying staffing needs and operations with limited staffing

  • Resources - On-hand resources, procuring resources, supply chain

  • Partnerships - Discuss partnerships with local organizations and other health facilities

  • Tabletop Exercise - Discussion based exercise to test emergency plans created during training
