The 2019 Banner Health Emergency Management Training & Exercise Program will be providing the opportunity for evacuation exercises, utilizing discussion-based and operations-based components driven by objectives and relevant, realistic scenarios. Banner Health follows the Federal Emergency Management Agency (FEMA) Homeland Security Exercise and Evaluation Program (HSEEP) guidance and seeks to embody the progressive building block exercise approach, which enables participants to engage in a series of increasingly complex exercises, with each successive exercise building upon the previous one until mastery is achieved.

Evacuation Exercise Objectives:

1. Given event notification, Incident Commander activates Emergency Operations Plan to manage a medical surge incident.

2. Given scenario threat and determination of an internal evacuation “shelter-in-place”, facility follows Shelter in Place processes in accordance with the Banner Health Evacuation / Shelter in Place Annex

3. Given escalation event, facility follows the Evacuation processes in accordance with Banner Health Evacuation / Shelter in Place Annex to include proper evacuation techniques and evacuation devices

4. Given escalation event, HIMT follows the relocation of Healthcare Command Center in accordance with the facility Emergency Operations Plan.

5. Given notification of spontaneous volunteers, HIMT implements proper credentialing processes in accordance with the Banner Health Verification of License and Certification Procedure to ensure safe practices of clinical volunteers during a disaster.

Target Audience

  • Exercise participants should include:

    • Healthcare personnel who are likely to assume a leadership HICS position in the Hospital / Healthcare Command Center.
    • Healthcare personnel who have primary responsibility for emergency management.
    • Healthcare Emergency Management Committee members or those key leaders whose departments support their facility Emergency Operations Plan.

    Recommended prerequisites:

    ICS-100: Introduction to Incident Command System

    ICS-200.HCA: Applying ICS to Healthcare Organizations

    ICS-700.b: An Introduction to the National Incident Management System

    ICS-800.c: An Introduction to the National Response Framework


    Exercise participants will receive a certificate of completion, provided by Banner Health Training & Exercise.

    Evaluation Strategy

    Exercises utilize the following evaluation strategies:

    1. Exercise and Evaluation Guides

    2. Participant Feedback Forms

    3. Exercise Hotwash / Debrief

    4. After Action Report / Improvement Plan

    Evaluation Cycle

    Upon conclusion of every exercise, exercise feedback is collected by the Training and Exercise team, culminating in the development of a facility-specific After Action Report / Improvement Plan. Additionally, exercises are compiled and tracked on a tracking spreadsheet; improvement items are assigned to facility and or corporate specific roles with assigned completion dates. The spreadsheet is reviewed by the Training and Exercise team on a regular basis to ensure the timely completion and / or resolution of identified activities; the tracking spreadsheet is stored and maintained on the Banner Health Emergency Management Corporate SharePoint.
