On 1st April 2008 Highways England launched the Project Control Framework (PCF) which sets out how to, together with the Department for Transport, manage and deliver major improvement projects, meeting the customers’ aspirations in a cost efficient and timely manner.
The framework focuses on what needs to be delivered by a project within each project stage. The project’s deliverables are called products, such as a business case, an economic assessment report and a project plan.
We explore the experiences and issues encountered in production of the PCF Products and provide guidance discussing best practice avoiding delays in acquiring approvals thus meeting customer aspirations.
