About this event
TOPIC: As the number of deaths resulting from overdoses of heroin and fentanyl has reached epidemic proportions, it is critical for law enforcement to be fully prepared to investigate each incident.
This course will cover basic drug overdose death investigations and examine the many issues that surround the investigation and prosecution of these death cases. The course is intended for law enforcement officers, prosecutors and Medical Examiners/Coroners.
Topics to be covered include:
Current trends related to drug overdose deaths
Changing the mindset from accident to homicide
Discuss how to develop agency operating procedures for investigating, tracking, and prosecuting OD death investigations.
Gaining buy in from your agency administration and local prosecutor to pursue these investigations
Statutory requirements and limitations when investigating OD deaths
Responding to and investigating drug overdose deaths
Documenting the crime scene and evidence collection (officer safety issues)
Electronic evidence: cell phones, social media and more
Search and seizure issues
Witness and suspect interview techniques
Intelligence gathering and sharing between Homicide Unit and Narcotics Unit
Review of multiple case studies involving state and federal investigations and prosecutions
TARGET AUDIENCE: All members of the Criminal Justice and Legal community (sworn and non-sworn).
INSTRUCTOR: Major Rob Vitaliano has served as a distinguished member of the FBI/ JTTF Joint Terrorism Task Force, a SWAT Team assistant commander, Homicide Agent, Patrol Sergeant, Investigative Sergeant and Investigative Lieutenant. He holds a Master’s of Arts degree in Business and Organizational Security Management from Webster University, and Bachelor’s degree from Columbia College. He is an adjunct instructor at Eastern Florida State College, Daytona State College, and a guest lecturer at the FBI National Academy in Quantico, Virginia. He currently serves as a member of an Operations Advisory Board for the Children's Advocacy Center and a member of the child death review committee within his jurisdiction.
