Montgomery County Economic Development Corporation and the Federal Reserve Bank of Richmond present Montgomery County, Maryland’s Opportunity Zone Workshop.

The workshop is an all-day event for investors, developers, and others to:

  • Learn how to benefit from Opportunity Zones and complementing legislation from leading national experts

  • Tour local eligible communities

  • Connect with potential investment projects

The morning will focus on the County's Opportunity Zone communities and projects through presentations and tours. In the afternoon, we will explore the mechanics of investing in Opportunity Zones and developing projects in Montgomery County with national and local experts.

Lunch will be provided.

Agenda Summary

8:30am: Registration begins

9:00am: Investment Project Presentations and Community Tours

Presentations from developers, planners, and community leaders on potential investment projects and tours of designated Opportunity Zones. Community tours will highlight select Opportunity Zones in the County based on interest areas. Tour routes and projects are still TBD and transportation will be provided for tours. The County has 14 designated Opportunity Zones, which can be seen on this interactive story map.

1:00pm: Panels and Presentations with National and Local Experts

Learn about how to utilize Opportunity Zones to maximize community impact and investor benefit as well as how to invest and develop in Montgomery County. Speakers include:

Transportation

AFI Silver is located at 8633 Colesville Road — at the intersection of Colesville Road and Georgia Avenue — in the heart of downtown Silver Spring.

  • By Car: The AFI Silver Theatre is less than two miles south of Beltway exit 30 (Colesville Road) and exit 31 (Georgia Avenue). The theatre is also convenient to the Bethesda area via East-West Highway, and a short drive from downtown Washington via 16th Street, NW.
  • Parking: AFI Silver is conveniently located near several public parking garages. The two closest garages, Wayne Avenue and Town Square, charge $1/hour and accept all major credit cards.
  • By Metro: The AFI Silver Theatre is located on Colesville Road, just two blocks north of Metro's Red Line station in Silver Spring.




About Our Speakers

Jeanne Bonds, Senior Manager, Regional Community Development at Federal Reserve Bank of Richmond

In her role, Jeanne Bonds provides leadership for strategic stakeholder collaboration and community-level solutions, focusing on low- and moderate- income and underserved communities in support of the Federal Reserve System’s Community Development function. Jeanne leads several Federal Reserve System teams, including a team focused on the Community Reinvestment Act and co-leads a team focused on rural policy issues.

Jeanne previously worked for the N.C. Courts as a Special Assistant and Deputy Director to the Chief Justice and the N.C. Rural Economic Development Center where she focused on community and economic development initiatives across North Carolina. She also served as an elected official on a town council in N.C., including Mayor Pro Tem and Mayor. And, she has worked closely as an advisor with several N.C. Governors in efforts focused on economic well-being and growth of both urban and rural communities.

Jeanne has led and served on a number of community and statewide boards of directors. She has a B.A. in Economics and a M.P.A. (concentration in public policy) from the University of N.C. at Chapel Hill. In 1997, she was North Carolina’s recipient of the national Henry Toll Fellowship from the Council of State Governments.

Gregory Clements, CPA, Partner, Novogradac & Company LLP

Gregory Clements is a partner in the Dover, Ohio, office of Novogradac & Company LLP, where he specializes in new markets tax credits (NMTCs), renewable energy tax credits (RETCs), historic tax credits (HTCs) and Opportunity Zones (OZs). Since joining the firm in 2004, he has worked closely with real estate developers, community development entities, syndicators and investors on structuring NMTC, RETC, OZs and HTC transactions in addition to providing traditional audit and tax services. Mr. Clements frequently speaks at industry conferences and seminars on topics related to the NMTC, HTC, OZ, and RETC industries. Mr. Clements earned a bachelor’s degree in accounting and finance from Walsh University in North Canton, Ohio. He is a licensed certified public accountant in Ohio and Rhode Island.

Lori Chatman, Senior Vice President President, Enterprise Community Investment

Lori Chatman is a SVP of Enterprise Community Investment, Inc., and serves as President of Enterprise Community Loan Fund, Inc., where she sets and implements Enterprise’s strategies around capital raising and deployment through large-scale national, regional and local debt funds,

as well as Enterprise’s New Markets Tax Credit equity practice and capital innovation. Lori has held positions as SVP and Chief Credit Officer of Enterprise Community Loan Fund responsible for managing portfolio quality; as director of lending for the Calvert Social Investment Foundation (now Calvert Impact Capital), overseeing the delivery of portfolio and asset management services for institutional and philanthropic investors investing in CDFIs, nonprofit affordable housing developers, service organizations and microfinance institutions; and as a lender with NCB Development Corporation (now Capital Impact Partners) responsible for leading the management and strategy of NCB’s national community development lending programs.
