Open policy debates are a new feature of the Irish public / civil service and are designed to both learn from international best practice and also to discuss important topics with a broad, relevant and involved audience, which in this case will be an invited audience of economists, researchers, research funders, policy analysts, industry representatives, research centre directors, higher education vice presidents for research, politicians, public and civil service staff. The event takes place during Science Week 2015 in Ireland which is particularly special this year as it is the 20th anniversary of Science Week in Ireland.

Many countries are interested in maximising the impact from publicly funded research.  These impacts can be diverse – economic, human capital, health, environment etc – and are often not well captured in traditional economic metrics or analyses.  Impact is especially important for small countries, like Ireland, which cannot do all things well, so prioritising and monitoring public investment is all the more critical.

To that end a group of 6 small advanced economies (New Zealand, Singapore, Israel, Denmark, Finland and Ireland), led by Science Foundation Ireland and the Office of the Chief Scientific Adviser to the Prime Minister of New Zealand, produced a document entitled Broadening the Scope of Impact: Defining, assessing and measuring impact of major public research programmes, with lessons from 6 small advanced economies to capture the diverse impacts of scientific research and ways of measuring these.  This document provides the background for the Debate.   We will use the expertise of our panel members and, more importantly, the expertise of our select audience to address a number of key questions:  What metrics are we missing? What can be improved? How can these be incorporated into economic models? Can we learn from the experience of other countries?  What more should Ireland do?
