The Office of Environmental Quality Control's
Hawai'i Environmental Policy Act Guidebook and Rules Update

 Check-in begins at 11:45 a.m.  Presentation begins promptly at noon.

 

Hawaiʻi Administrative Rules (HAR) Chapter 11-200, Environmental Impact Statement Rules, were last promulgated and compiled in 1996, with an uncompiled amendment in 2007 to add an eleventh exemption category for the acquisition of land and existing structures for affordable housing. Since 1996, the State Legislature has made numerous amendments to Hawaiʻi Revised Statutes Chapter 343 and Hawaiʻi’s courts have issued decisions affecting the interpretation and practice of environmental review. The Environmental Council is undergoing a process to update HAR Chapter 11-200. Director Glenn will speak about the Council’s process and proposed revisions.

Speaker:

Scott Glenn, AICP, is the Director of the State of Hawaiʻi Office of Environmental Quality Control. He advises the Governor on environmental matters and serves as the Co-Chair of Governor Ige’s Sustainable Hawaiʻi Initiative. The Office administers the state environmental review process and provides advice and technical assistance to government agencies, businesses, and community groups. The Office also provides administrative support to the Environmental Council, on which the OEQC Director serves as an ex officio member. The Environmental Council is tasked with promulgating administrative rules for the environmental impact statement process under Hawaiʻi Revised Statutes Section 343-6. Scott is currently leading the effort to update the administrative rules as Council Rules Committee Chair.



The cost is $10 for members, $15 for non-members, and free for students. The conference room accommodates up to 49 people, so please sign up early to guarantee a seat. You may bring in outside food to the presentation. Please note that food will not be served otherwise. Also, validated parking will not be provided.
