As the regional transportation planning agency, the Orange County Transportation Authority (OCTA) works to provide strategic support, technical expertise, and funding support to local agencies.  Hear how OCTA is leveraging master plans to better position all cities and the County for funding pursuits and collaborating across sectors to engage community members, city staff, and local law enforcement officers.




Paul Martin, PE, TE, LCI



Paul Martin, PE, TE, LCI, is the Active Transportation Coordinator for the Orange County Transportation Authority (OCTA). Paul has built upon his civil and traffic engineering experience to improve active transportation travel through engineering, education, encouragement, enforcement, and evaluation efforts.  He has helped secure $5M in planning and implementation grants to improve network gaps and advance regional planning programs. Paul is managing OC Active, the first countywide active transportation plan; a collaborative study with law enforcement staff; and a comprehensive bicycle & pedestrian crash analysis.

In 1959, a very small group of Traffic Engineers in Orange County started meeting during their noon hour once each month. It had become quite evident that a dire need existed within the county for a forum within which all persons engaged in the Traffic Engineering function might periodically gather, discuss individual or mutual problems, and arrive at solutions which reflect the combined talents of the professionals and the public. The organizers were soon joined by representatives of other firms or agencies who sought to either lend their talents or become recipients of professional assistance. The ORANGE COUNTY TRAFFIC ENGINEERING COUNCIL did indeed become the desired forum.
