Topic: Railroads, Terrorism and Public Safety: The Unseen Threat

Goal Statement: Railroads are a key component of this Nation’s economy. Disruption, however small, can cause a severe impact to the supply chain. A wide open transportation infrastructure, this mode of transportation is considered a “soft target” to terrorists and easy access for the general public placing them in potential danger. This course will familiarize law enforcement with the basics of railroading, worldwide terrorism, a local rail vulnerability assessment and how to deal with and correctly respond to incidents on train tracks.

Objectives: Attendees will be able to:

  1. Explain why the railroad infrastructure is a soft target

  2. Discuss worldwide rail-terrorist attacks and the current Al Qaeda rail threat

  3. Describe Government and rail LE efforts to deal with the terrorist threat and public safety

  4. Recall examples of rail HAZMAT running through Washoe County and potential adverse effects

  5. Recognize, through a local vulnerability assessment, potential soft targets in Washoe County

  6. Understand the rail public safety issue and the WCSO Rail Auxiliary Team

  7. Understand basic rail operations, rail safety and unique rail location identifiers
