Topic Description:

This presentation provides a practical overview of SB 743 including real world examples and their analysis
implications. It will briefly cover the basics of calculating Vehicle Miles Traveled (VMT) including the use of different methods and techniques depending on the data available and the project land use type. It will also cover the challenges that CEQA practitioners should be aware of as they prepare traffic analyses under the SB 743 requirements including the changing landscape of “significant impacts” as we move from Level of Service (LOS) to VMT.


Speaker Bio:

Mike Schmitt, AICP CTP, PTP, RSP is a Practice Builder at Kimley-Horn with more than 25 years of experience. Over his career, Mike has worked on a wide variety of multi-modal transportation projects including those with a significant focus on travel demand modeling and most recently SB 743 and Vehicle Miles Traveled (VMT) analysis. His recent experience includes overseeing the development of latest version of Santa Cruz County’s model and El Dorado County’s model and he is currently working with several northern California jurisdictions to develop their approach to SB 743 compliance. Mike’s broader technical experience includes multi-modal planning, land use planning, geographic information systems (GIS), traffic operations, public involvement, and research.
