Sunrise Tomorrow Specific Plan
Since opening in 1972, Sunrise Mall has been the commercial and social heart of Citrus Heights. Generations of residents and visitors have patronized its many businesses and community events. Sunrise Mall is also an economic engine for the Citrus Heights, providing hundreds of jobs and generating sales tax revenue that funds services enjoyed by all Citrus Heights residents.
Sunrise Tomorrow is a project to re-imagine the heart of Citrus Heights and transform the 100-acre Sunrise Mall property into a premier regional destination and a flourishing center of community life where residents, workers and visitors live, work, play and come together.
The City of Citrus Heights recognizes the importance of Sunrise Mall within the community and wants to ensure that the Project Area continues to be a regional and local destination. Given the changing retail environment, planning for the mall’s future is a key step to ensuring the continued success of the mall and Citrus Heights. In July 2019, the City Council adopted a General Plan Amendment, requiring the development of a Specific Plan for the Sunrise Mall property to ensure a comprehensive plan for the future redevelopment of the mall. In October 2019, the City hired Gensler and its team comprised of Fehr and Peers, Mark Thomas, MXD, DeNovo to lead the preparation for preparation of a specific plan and EIR.
The presentation will provide an overview of the Sunrise Tomorrow Specific Plan, why the City chose to take this on, concentrating on the both the market and transportation analysis.

Leslie Blomquist, PE, TE, City Engineer, City of Citrus Heights
Leslie Blomquist is the City Engineer for the City of Citrus Heights. After graduating from California Polytechnic State University, San Luis Obispo with a BS in Civil Engineering, Leslie started her career in the Bay Area and moved back to her hometown of Sacramento in 2015. Previous positions include Traffic Engineer for both the City of Citrus Heights and City of San Rafael. Leslie enjoys the outdoors, hiking, bicycling, and camping.
Casey Kempenaar, MPA, AICP, Planning Manager, City of Citrus Heights
Casey Kempenaar is the Planning Manager for the City of Citrus Heights. After graduating from California Polytechnic State University, San Luis Obispo with a BS in City and Regional Planning, Casey worked for a consulting firm in San Luis Obispo for three years. In 2007, Casey started at the City of Citrus Heights as an Associate Planner and served as a Senior Planner and has been the Planning Manager for just over a year. Casey received his Master’s in Public Administration from Golden Gate University. Casey enjoys camping and the outdoors and spending time with his kids. He is a member of the American Institute of Certified Planners.
John Gard, PE, RSP1, Principal, Fehr & Peers
John Gard is a Principal with Fehr & Peers and has over 25 years of transportation consulting experience at the firm. John earned his BS in Applied Mathematics and MS in Civil Engineering (Transportation) from UC Davis. John is a licensed Professional Traffic Engineer in the State of California and is also certified as a Road Safety Professional (RSP1). In his spare time, John enjoys traveling, snowskiing, and hiking.
Meghan Huber, Economic Development & Communications Manager, City of Citrus Heights
Meghan Huber is the Economic Development and Communications Manager for the City of Citrus Heights. A mission-driven leader, Meghan brings over 15 years of public and private sector experience in economic development, business development, communications, and marketing. In her role, she leads strategies to foster a strong, diverse, and resilient local economy in Citrus Heights through business attraction and retention, marketing, start up support, and real estate redevelopment. She currently serves as Vice Chair of the Economic Development Director Taskforce of Greater Sacramento Economic Council.
