To ensure your success, please read and understand the following:
OBJECTIVES for this activity:
(1) OPPORTUNITY TO EXERCISE OUR CAPABILITIES TO SAFELY AND EFFECTIVELY PERFORM OUR ES MISSIONS.
(2) PROVIDE ADVANCED TRAINING TO MEMBERS WISHING TO QUALIFY IN THE SPECIALTY OF THEIR CHOICE (See your SQTR).
(3) PROVIDE MEMBERS WITH AN OPPORTUNITY TO RE-QUALIFY OR GAIN FURTHER MISSION PROFICIENCY.
THE BASICS OF ANY EXERCISE ARE ACCOMPLISHMENT, EFFECTIVENESS AND EFFICIENCY, AND ABOVE ALL: SAFETY!
NJ INCIDENT COMMAND POST: Camp Glen Gray, New Jersey
AIRCREWS & GROUND TEAMS: Ground Teams will report to Camp Glen Gray, Air Crews will be tasked where to report. Aircraft Staging Area may be Greenwood Lake Airport.
SCENARIO / SITUATION: Simulated Natural Disaster - OPERATION " White Blanket "
Any member with proper ES credentials may participate! Trainees are welcome and encouraged to participate!
A NEWLY PRINTED, CURRENT, and VALID CAPF-101 CARD MUST BE PRESENTED AT SIGN-IN.
ALL MEMBERS MUST BE SAFETY CURRENT BEFORE ARRIVING!
ALL PARTICIPANTS ARE REQUIRED TO BE COMPLETELY PREPARED:
(1) Proper Uniform and gear for the assigned tasks. Dress appropriately, in layers, for the Weather!
(2) A valid CAP ID Card.
(3) A valid and NEWLY PRINTED CAP 101 Card.
(4) SQTR for each specialty you may be training for. All SQTR forms must be approved and signed by your commander. Trainees must have completed ALL Prerequisite AND Familiarization & Preparatory Training on their SQTR before participating.
(5) CAP Form 161 that will be kept in your RIGHT cargo pocket.
(6) You MUST be Safety Current before arriving! You may not use this exercise as a way to become Safety current!!! Checking and printing your 101 card online now will indicate your current status.
NJ WING EMERGENCY SERVICES EXERCISE, 27 Feb to 01 Mar 2015

TO PRE-REGISTERED PARTICIPANTS ONLY !
PURPOSE
To train and exercise our capabilities in SAR, Homeland Security, and Disaster Relief situations, and to prepare for the CAP-USAF SAR-EVAL. Extensive use of digital photography will be expected.
SAFETY
All members must be current with their monthly safety requirements BEFORE they arrive. ES Exercises may not be used as a way to become Safety current, so particpants must ensure their safety status is current before signing into the mission. Printing a new 101 card will indicate your status.
The CAP Incident Commander will appoint a qualified Safety Officer as part of his/her general staff. All Team Leaders will use Operational Risk Management (ORM) and review all procedures with participants under their authority. Safety inspections will be performed on all aircraft, vehicles, and facilities prior to beginning every training sortie. Aircrews will be required to complete a current ORM matrix, Weight & Balance, and review aircraft performance charts.

2000-2100: Initial arrivals of Mission Base Staff only will begin at 2000, NLT 2100 !!!
All other time hacks and field-ops locations will be distributed when known, and as necessary.
Aircrews and Ground Teams will be notified when and where they are to report!!!
Exercise is expected to be completed by 1200 local time 01 Mar 2015.
LOCATION(S)
CAP will open and operate an Incident Command Post and Mission Base at the Camp Glen Gray, NJ.
Aircrews may be tasked with sorties from their home bases. AIRCREWS WILL BE ASSIGNED BY MISSION MANAGERS, and crews will be given a time to report to their aircraft.
Ground teams will be launched from Mission Base. Ground Teams will bivuac on the grounds on or near the Camp Glen Gray Campsites over-night Friday and Saturday.
PARTICIPATION
ONLY ES PERSONNEL WHO HAVE COMPLETED THEIR REQUIRED ICS/NIMS TRAINING MAY PARTICIPATE!
Please note that ES Exercises are not for initial, prerequisite, or familiarization/preparatory training. Members are expected to have completed their Familiarization & Preparatory Training (on the SQTR) in a classroom setting prior to participation in any exercise. The tasks covered at an exercise are more likely to be Advanced Training used toward qualification.
CAP personnel will conduct their training using the standardized National HQ ES Task Guides and IAW specific Specialty Qualification Training Reports. The CAP Incident Commander will review and approve all tasking prior to CAP member mission activity after considering all the guidelines and restrictions of CAPR 60-3.
OVERVIEW
NJ Wing evaluators will assist those in need of qualification. All trainees with proper credentials should take advantage of this opportunity!
Aircrews are expected to perform various duties as assigned by the Wing Evaluators. Aerial photography techniques may be utilized in most situations. The ability to perform aerial missions safely and effectively is paramount.
Ground teams may be expected to perform ELT-DF, missing-person search, and wooded-terrain penetration. UDF teams may be expected to participate in ELT-DF at airports, marinas, and residential areas. Disaster Relief assistance will be covered extensively.
INCIDENT COMMAND STRUCTURE
An ICS Command structure will be utilized throughout the entire exercise. All mission base staff positions will be filled IAW ICS guidelines in an effort to train and qualify as many mission-management staff members as possible. Trainees are strongly encouraged to participate.
COMMUNICATIONS
Communication will be conducted by telephone and radio. Standard CAP Channels will be assigned by the Incident Commander coordinating with the Mission Base CAP radio operator. High-Bird communications may be utilized as necessary. The aircraft call signs will be CAP-29xx, NJ CAP ground units will be Red Dragon 4xx.
OBJECTIVES
- Exercise our SAR, HLS, and DR knowledge and review our capabilities.
- Provide opportunities for SQTR Advanced Training, re-qualifications, and proficiency.
- Demonstrate and analyze our capabilities to accomplish missions safely.
- Exercise and train all ICP staff management positions.
- Review our abilities to perform Missions efficiently and effectively.
- TO PREPARE FOR THE UP-COMING CAP/USAF SAR-EVAL.
EQUIPMENT REQUIREMENTS
Equipment needs will be determined by the number of participants that pre-register. The Director of Operations requires that all assets be made available for this exercise. The Mission Base and staging areas shall be fully equipped and mission-ready including VHF CAP radio, Air-band radio, and high-speed wireless internet. Digital Cameras will be used extensively. Ground Team Members are required to provide sleeping bag for their stay over night and during this exercise, members are encouraged to bring their own snacks and there may be places to eat in or near-by the Glen Gary Campsite, MRE's will be provided for lunch.
Remember, we are simulating a total power outage in our area, so you may be required to cook your food outdoors.
MEDICAL INFORMATION
Emergency Medical services are available by dialing 911 from the Mission Base. A medical plan will be reviewed with all participants during the evening Command briefing and will provide community hospital locations and contact numbers.
AIRCREW INFORMATION
Pilots-In-Command will call the assigned IC/OSC/AOBD to confirm plans and obtain flight releases. Plans will be distributed and tasking made available beginning in the morning of the exercise. Aircrews should bring digital cameras and all support equipment for their mission.
GROUND TEAM INFORMATION
All Ground Teams will report to Camp Glen Gray New Jersey. Teams are expected to be prepared for inclement weather, and for penetration into wooded terrain, and are advised to carry only the equipment they need for their assigned task. Ground teams are strongly encouraged to carry digital cameras. Disiater Relief Operations will be used extensively.
