The Department of the Navy’s SBIR Program will be in Hawaii and is inviting companies interested in learning more about opportunities in their SBIR Program.
Please join us for this complimentary Navy SBIR program information session followed by 20 minute one-on-one meetings with NAVSEA Program Office Staff.

About the NAVSEA SBIR/STTR Program Personnel:
Mr. Dean Putnam, NAVSEA Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) Program Manager
Mr. Putnam is the NAVSEA SBIR Program Manager responsible for managing an annual program budget approaching $65M. He establishes program goals, objectives and provides policy and guidance to foster and encourage small business innovation across NAVSEA and PEO programs. He assumed this position in August of 2007 following a naval engineering career spanning over 30 years of commercial and federal service.
Mr. Putnam began his career as an engineer at the NSWC Carderock Division where he worked on numerous R&D programs for shipboard machinery ranging from composites to fluid systems before moving to the private sector. There he continued to contribute to the Navy R&D and S&T knowledge base by directing projects associated with expert systems for machinery diagnostics, mathematical modeling and simulations, and environmental control systems.
Following his assignment as the Deputy Director of SURFTECH and based upon his broad understanding of Navy technology he returned to federal service at NSWC Carderock and was later selected as the NAVSEA SBIR PM. In this capacity he works with all NAVSEA PEOs to ensure their critical technology needs are satisfied and has overall management responsibility for the SBIR program where he establishes investment strategies that satisfy Congress, DOD and Navy objectives.
Dean was born in California and holds both a BS and MS in Mechanical Engineering from the University of Maryland, where as an undergraduate he participated in the NSWC Cooperative Education Program.
Mr. Ryan Shealy, NAVSEA Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) Deputy Program Manager and NAVSEA Directorates / Headquarters (HQ) SBIR/STTR Technology Manager
Mr. Shealy is the Deputy Program Manager of NAVSEA's SBIR/STTR Program and the Technology Manager for the Directorates and HQ. He has been working with the Navy since September 2011. He started as a Project Manager for the OHIO Replacement Program's Design for Affordability group where he led over 125 initiatives totaling $1B+ in potential savings for the class. He joined the SBIR/STTR Program in July of 2014 and is responsible for topic generation and review, budget execution, and assisting the Program Manager in his daily duties.
Mr. Shealy graduated from Virginia Military Institute in the Spring of 2004 where he majored in Electrical and Computer Engineering. He began his career in the private sector as an Electrical Projects Engineer where he designed controls software for nuclear power and manufacturing plants.
