The federal government has announced a new, comprehensive national identification strategy, which will take off next year. Among the recommendations submitted by a Presidential Committee on Citizen Data Management and

Harmonization PCCDMH are that SIM card registrations must be tied to a new national identity number scheduled for roll- out by June 2021.

Some of the topics to be discussed at this Roundtable will include:

• The financial implications on the Mobile Network Operators’ of the federal government’s leveraging of their assets to achieve national security and social service policy objectives

• Lessons learned from the 2015-16 SIM card re-registration exercise

• Civil society concerns around surveillance, privacy and freedom of expression as a result of the de facto information access to SIM card data by national law enforcement agencies

• The commercial potential of personal data mobility as a spur for the growth of Nigeria’s digital economy.
