About this event

Can we look at the states as “laboratories of democracy,” as Louis Brandeis famously called them, in order to pursue better policy?

At this event, John Phelan will present on his research comparing the economic performances of neighboring counties on either side of the Minnesota border. John will share his findings on Minnesota and Wisconsin, and discuss the insight it gives us into the economic impacts of state policies.

Badger Institute President Mike Nichols will discuss a year-long, in-depth tax analysis conducted by his organization and the Tax Foundation. The report details how Wisconsin’s overall tax structure remains behind competitor states in simplicity, tax rates and business climate for residents and investment. He’ll also discuss other policies that impact interstate competitiveness, especially in border communities.

Then, Katherine Loughead will discuss how Wisconsin and Minnesota rank in the Tax Foundation’s forthcoming 2021 State Business Tax Climate Index, and how these states can become more competitive both regionally and nationally. The discussion will include insight on how and why tax rates and structures impact a state’s competitiveness, especially along its borders.

Lunch will be served and doors will open at 12:30. Presentation will begin at 1:00.

John Phelan is an economist at Center of the American Experiment. He is a graduate of Birkbeck College, University of London, where he earned a BSc in Economics, and of the London School of Economics where he earned an MSc. John worked in finance for ten years before becoming a professional economist. He worked at Capital Economics in London, where he wrote reports ranging from the impact of Brexit on the British economy to the effect of government regulation on cell phone coverage. John has written for City A.M. in London and for The Wall Street Journal in both Europe and the U.S. He has also been published in the journal Economic Affairs.
Mike Nichols is president of the Badger Institute. From 2009 to 2013, he was a senior fellow at the institute, syndicated newspaper columnist and communications consultant. A graduate of Boston College and the University of Chicago, Nichols is the author of numerous papers and articles focusing on public policy. The Minnesota native is also the author of "The Waking," a mystery published by HarperCollins, and "Just a Few Sleeps Away," a work of non-fiction focusing on the aftermath of the 9/11 terrorist attacks. He spent almost 20 years as an award-winning newspaper reporter and columnist for newspapers in Illinois and for the Milwaukee Journal Sentinel.
Katherine Loughead is a Senior Policy Analyst with the Center for State Tax Policy at the Tax Foundation, where she serves as a resource to policymakers in their efforts to modernize and improve the structure of their state tax codes. Ms. Loughead was one of the lead authors of Wisconsin Tax Options: A Guide to Fair, Simple, Pro-Growth Reform and Kansas Tax Modernization: A Framework for Stable, Fair, Pro-Growth Reform. Her work has been cited in The New York Times, USA TODAY, Forbes, the Associated Press, and numerous state media outlets across the country. Prior to joining the Tax Foundation in April 2018, Ms. Loughead worked for a U.S. senator and a member of the U.S. House of Representatives, where she advised on tax policy during the consideration and enactment of the historic Tax Cuts and Jobs Act. A graduate of the John Wesley Honors College at Indiana Wesleyan University, Ms. Loughead holds a degree in English and Business Administration, as well as a paralegal certificate from Georgetown University. Ms. Loughead currently resides in Washington, D.C., but originally hails from Belvidere, Illinois.
