Should developers in Hawaii “build up” or “build out” to help ease the housing shortage in Hawaii?

Randal O’Toole, land-use regulation expert and senior fellow at the Cato Institute, says higher-density zoning (building up) might not be the solution to the housing crunch; opening up more land for housing (building out) should also be on the table, if policy makers want to ease pressure on the housing market.

O’Toole, a Grassroot Institute Scholar whose past books include “American Nightmare: How Government Undermines the Dream of Homeownership,” will talk about this and more on Tuesday, Aug. 28, as part of a discussion on “How to increase housing supply on Maui,” sponsored by the Grassroot Institute of Hawaii.

The luncheon event will be at the Maui Country Club in Paia, from 11:30 a.m. to 1 p.m., with Keli‘i Akina, Ph.D., president of the Grassroot Institute of Hawaii, serving as moderator.
