Federal guidance from the first Budget Period (BP1) required states to develop regional healthcare coalitions. The New York State Department of Health (NYSDOH) combined and converted the eight Regional Resource Centers (RRCs) into four Health Emergency Preparedness Coalitions (HEPCs) with leadership provided by the NYSDOH Regional Offices Directors or their designees. The core focus of these HEPCs is on integrating and coordinating Emergency Support Function (ESF)-8 activities as they apply to healthcare and public health emergency planning and response.
The HEPC meets quarterly in order to:
Develop regional objectives and work plans for the current budget period;
Provide an opportunity for networking with partner agencies;
Enable response disciplines to better understand operational roles and capacities; and
Provides a forum for discussing issues or concerns and implementing effective methods to resolve differences
