At this Luncheon, Jan Fyre, Deputy Assistant Secretary for Acquisitions, will give the Keynote Speech where you will have an opportunity to learn about the Veterans First Contracting Program, application of set-asides to Federal Supply Schedule (FSS) acquisitions and the implementation of entrepreneurial provisions of P.L. 109-461, which provide VA extraordinary and unprecedented authorities in contracting with service disabled Veteran-owned businesses (SDVOB) and Veteran-owned small business (VOSBs) giving them the highest priorities unlimited by dollar amounts and sole source awards up to $5 million.

Featured Speaker: Jan R. Frye

 

 

Speaker Bio:

 

Jan R. Frye was appointed as the Deputy Assistant Secretary for Acquisition and Logistics at the Department of Veterans Affairs (VA) on September 4, 2005. As the Deputy Assistant Secretary of one of the largest acquisition and logistics programs in the Federal government, Mr. Frye manages and oversees the development and implementation of policies and procedures for department-wide acquisition and logistics programs supporting all VA facilities. His responsibilities include management of VA’s National Acquisition Center in Hines, Illinois, the VA Acquisition Academy in Frederick, Maryland, and the Denver Acquisition and Logistics Center in Denver, Colorado. He also serves as the VA Senior Procurement Executive.

On October 5, 2011, Mr. Frye was appointed by President Barack Obama to serve as a member of the Committee for Purchase from People who are Blind or Severely Disabled.

Prior to his current VA appointment, Mr. Frye served as the Chief of Contracting, U.S. Department of Transportation, Federal Motor Carrier Safety Administration.


A retired U.S. Army Colonel, he served in senior acquisition and logistics positions during his 30-year career. He served as the Principal Assistant Responsible for Contracting in Eighth U.S. Army/U.S. Forces Korea and in the U.S. Army Military Surface Deployment and Distribution Command. He was also assigned as the Deputy Principal Assistant Responsible for Contracting, U.S. Army Corps of Engineers. He commanded three Department of Defense acquisition commands located in the United Kingdom; Minneapolis, Minnesota; and the Republic of Korea. He also served as the Deputy Commander, Rock Island Arsenal, Illinois. His numerous military awards and decorations include the Legion of Merit.

A native of Chester, Nebraska, Mr. Frye entered the Army in 1973 as a Distinguished Military Graduate from the University of Nebraska-Kearney Reserve Officer Training Corps program. He holds a bachelor’s degree in Education from the University of Nebraska, a master’s degree in Contracting and Acquisition Management from the Florida Institute of Technology, and a master’s degree in National Resource Strategy from the National Defense University. He is also a graduate of the U.S. Army Command and General Staff College, the Defense Systems Management College, and the Industrial College of the Armed Forces. He holds the Acquisition Professional Development Program’s highest certification in program management and contracting.

Speaker Bio:

Stanley Fujii works for the U.S. Small Business Administration's Office of Veterans Business Development as the Veterans Procurement Official. In this position Mr. Fujii serves as an advocate for Veteran & Service Disabled Veteran Owned Small Business (VOSB & SDVOSB), working the three "C" of Capital, Contracts and Counseling. Mr Fujii assists Veterans get into business, build their business and understand the federal contracting area.

 

Previously with SBA he have served the SBA as a Warranted Contracting Officer, a Senior Program Analyst with the SBA's HUB Zone Program Office, and as the Assistant District Director for the 8(a) Program for both the Washington Metropolitan Area District Office and the Santa Ana District Office. Mr. Fujii has served as the Acting, Deputy Associate Administrator for SBA's Office of Business Development overseeing the 8(a) BD and SDB Program nationally. Prior to the SBA, he served in the Financial Services division of the Defense Logistics Agency (DLA). Mr. Fujii serves the community in his off-work hours as the Executive Director for Asian American Government Executives Network (AAGEN), the VP for Strategic Outreach for the Pan Pacific American Leaders and Mentors (PPALM), a longstanding member of the National Contract Management Association (NCMA), the past Ad Hoc Web Committee Chair for the Federal Asian Pacific American Council (FAPAC) and sits on the planning committee for NJAMF's Annual Cherry Blossom Freedom Walk.
