Join Cleveland Water Alliance for a Lunch and Learn event with LaBella Associates to learn how to plan for replacing aging assets efficiently and economically.

Efficient CIP Planning – The Economic Optimization Approach

‘Capital Efficiency’ (CapEff) is the name given to an infrastructure replacement planning approach which uses an economic cost-benefit evaluation methodology to arrive at an optimized Integrated Bottom Line (IBL) plan for replacing aging assets. CapEff monetizes all of the decision-influencing factors and then tangibly establishes the business case for taking action (or not) on each individually-defined asset. Since influencing factors are valued in universally understood units (dollars), the disaggregated financial, social and environmental costs of either maintaining old assets or building replacements becomes universally clear.

Brian Houston and Glenn Marzluf worked together implementing this approach in the City of Sarasota, Florida and each has presented the approach at various conferences, both at state and national levels. The two will present their work followed by time for interactive Q&A with participants.

SPEAKER BIOS

Brian Houston has 26 years’ experience in water and wastewater projects including studies and design of supply, treatment, pumping, storage, collection, transmission and distribution infrastructure across a wide spectrum of project sizes. He has also consulted with clients regarding utility business concerns such as capital replacement planning, automated metering, and infrastructure project delivery method selections. He is a Civil Group Leader for LaBella Associates and in that capacity provides client service through technical leadership, and project and program management.

Glenn Marzluf is the General Manager and CEO of Del-Co Water, which serves seven central Ohio counties north of Columbus. He has over 20 years’ experience in the utility and public works industry in Ohio and in Florida, and is a member of the Water Quality Working Group, the Board of the Mid-Ohio Regional Planning Commission and the Delaware Area Chamber of Commerce, and Senior-Vice President of the Association of Regional Water Organizations.
