Parental Rights and Procedural Safeguards with Master Advocate Michael J. Kaczor

The federal regulations for IDEA 2004 include a section (Subpart E) called Procedural Safeguards that are designed to protect the rights of parents and their child with a disability. It also includes mechanisms by which parents and schools can resolve any disputes. This is the first step for parents who need to understand these. This is for parents, teachers, speech language pathologists, principals, and school administrators.

Advocacy 101: The Basics with Master Advocate Michael J. Kaczor

  • June 10th 9:00 am to 4 pm (break 12-1pm)

Topics covered in this training will include the following: initial evaluation request, multidisciplinary evaluation, RTI refusal, Assessments (SLP, OT, AT), IEEs, Accommodations, Modifications, MS SRB reading interventions, Section 504 plans and how they compare to an IEP, OSEP compliance monitoring, the complaint process, FAPE, ESY, 3rd grade retention. This meeting will also provide parents with an opportunity to network with other parents. This is parents, teachers, interventionists, speech language pathologists, principals, and school administrators. It includes the Parental Rights and Procedural Safeguards trainings as well.


Master Advocate Michael Kaczor

For more than 21 years now, Michael has been ACTIVELY advocating for children with dyslexia in a number of school districts in New Mexico and across the nation. His advocacy career started when his own son, Michael, was identified with dyslexia, a specific learning disability, in a public school in New Mexico. As a result of his son's struggles, Michael himself came to the realization that he too was a person with dyslexia.

Through Michael's passion and dedication to this cause, he paved the way for not only his son but many many others that came behind him. In addition to his profession as an advocate, Michael has donated thousands of hours advocating for kids who’s families couldn’t afford to pay him and has trained parents as advocates. Michael has also sat on the Board of Directors of the Southwest Branch of the International Dyslexia Association, served as Parent Team Leader for the National Center for Learning Disabilities, and is the founding member of Decoding Dyslexia-NM. In 2005, he was recognized as a Master Advocate by Parents Reaching Out New Mexico and is currently a member of the Council of Parent Attorneys and Advocates.

In addition to his advocacy work, Michael is also an internationally known ARTIST, working in WATER COLOR and STONE. He is living proof that many people with dyslexia have exceptional strengths and talents, as evidenced by examples of his work shown at https://www.artmajeur.com/en/esearch?q=michael+kaczor . For the past 11 years, Michael has spent one week each summer teaching art in a camp for children with dyslexia. In addition to being an exceptional artist and advocate, Michael is an outstanding person who has paved the way for others by leading with courage, honor, integrity, and purpose while valuing all human lives regardless of differences in ability, race, ethnicity, or socioeconomic status.
