1. Juvenile Court Jurisdiction – 1 CLE hour

This training is the first in the Juvenile Defense Training Series and will provide the foundation upon which all future trainings build upon by providing an overview of the broad legal context of juvenile court jurisdiction. The training will include a review of what cases fall under juvenile court jurisdiction and who are the parties in these proceedings. The training will cover statutory provisions that allow for the continuation of jurisdiction and the reinstatement of jurisdiction based upon case and child circumstances. Finally, this training will discuss the applicable rules of procedure and issues regarding venue in juvenile court cases.
Jill Johnson is the Juvenile Division Chief at the Marion County Public Defender Agency. In this capacity she represents children in Juvenile Court and serves on a several committees focused on improving system wide outcomes for youth including Marion County's Juvenile Detention Alternative Initiative and the Annie E. Casey Deep End Reform Initiative. Prior to joining the Public Defender Agency she practiced law in Chicago at Lehrer & Red leaf representing parents, relative care givers and foster parents in civil and class action litigation involving the Department of Child and Family Services and served as a Salisbury Clinical Teaching Fellow at Loyola University Child Law Clinic teaching and supervising law students and representing children in delinquency, child protection and domestic relations matters.
Rachel Roman-Lagunas is the Juvenile Division Assistant Chief at the Marion County Public Defender Agency and is a contracted attorney for the Indiana Public Defender Council. She graduated from the Maurer School of Law: Indiana University in 2009. She became a certified trainer for the Juvenile Training Immersion Program in 2015 and has trained throughout Indiana and the Midwest. Rachel works with multiple organizations to protect the right of juvenile and make positive changes for underprivileged youth. She has attended multiple conferences on juvenile defense and juvenile brain development. Rachel has previous experience working as a registered domestic relations mediator, as an intern at the Indiana Civil Liberties Union, and as an intern at the Children’s Law Center in Washington, DC. She lives in Indianapolis with her husband and four children.
Joel C. Wieneke is a senior staff attorney with the Indiana Public Defender Council, and certified Juvenile Training Immersion Program trainer, and graduate of the National Juvenile Defender Council’s Summer Academy. He is the 2018 recipient of the Viola Taliaferro Award of the Indiana State Bar Association and the 2019 recipient of the IPDC’s Gault Award. He is a former law clerk to the Honorable Patricia A. Riley and John G. Baker, both of the Indiana Court of Appeals, former president of the Putnam County Bar Association, and former board member for the Indiana Public Defender Council. Joel lives in Morgan County with his wife and two boys.
