It is commonly believed two-thirds of the Western States are owned by, or at least controlled by, the federal government. This belief is not supported by the U.S. Constitution or the Eisenhower Document issued in 1962.

Doyel Shamley and others deserve credit for uncovering, studying, and acting upon information about federal jurisdiction. A resident of Apache County, Arizona, Shamley was able to get his county to pass two resolutions asserting its Constitutional right to manage its own forests, which it has started to do. He presented his ideas and success story to a willing Congressional subcommittee, that is now working on supporting legislation. Shamley has graciously accepted an invitation bring his knowledge to California.
