There are many decisions that go into a joint venture, such as the type of legal entity to use, the management structure, and whether the joint venture should have its own employees.  In addition, when the joint venture pursues federal set-aside contracts, you need to be mindful of SBA’s affiliation rules as well as the special rules that apply depending on the type of set-aside contract at issue.

Megan C. Connor

Partner -  PilieroMazza Attorneys At Law

 

 Megan C. Connor is a partner with PilieroMazza whose experience extends across all of the firm’s practice areas.  She counsels clients on a wide-ranging span of government contracting and business matters, including disputes with teaming partners, FAR compliance, False Claims Act investigations, and intellectual property law.

For small business clients, Ms. Connor pursues and defends both size and status protests before the SBA, and has successfully appealed adverse determinations to SBA’s Office of Hearings and Appeals. She also advises on the SBIR/STTR programs, affiliation, limitations on subcontracting, mandatory ownership and control of WOSBs by women, and advises tribal and ANC concerns regarding the scope of services that may be shared among sister companies. Ms. Connor’s litigation background includes representing contractors in federal and state court actions concerning business and employment matters.  

Ms. Connor graduated from Boston University and received her law degree from the University of Miami School of Law. Super Lawyers has recognized Ms. Connor as a top government contracts lawyer under 40 naming her to the 2016 list of Rising Stars.
