Symposium

The symposium will include two keynote speakers from the continental USA with experience in implementation of managed retreat, as well as four panels comprised of Hawai‘i-based subject matter experts. Presentations from the keynote speakers and panelists will cover factors related to managed retreat, including 1) legal / policy; 2) finance / tax / economics; 3) insurance and flood insurance rate maps; and 4) open space, public access, and social justice. The symposium seeks to engage decision makers, agencies, industry experts and researchers at the local, state, and national level. A draft symposium agenda and background information on existing tools and programs for managed retreat will be available to you in early December (via Dropbox).

Light breakfast, boxed lunch, and afternoon refreshments will be provided.

Project Background

The symposium is an outcome of the Hawaii Ocean Resources Management Plan (ORMP) and helps to address Management Priorities #1, Appropriate Coastal Development, and #2, Management of Coastal Hazards. This project is an exploratory study that will start the discussion on the feasibility of managed retreat as a potential strategy for climate change adaptation in Hawai‘i. The project deliverables thus far have included a background report, stakeholder consultations, and the development of four case study scenarios based on different types of development. These activities have helped to identify the issues that would affect the feasibility of managed retreat in Hawai‘i, which will be further explored at this symposium. Takeaways from the symposium will be included in a final report on the feasibility of managed retreat in Hawai‘i, anticipated for completion in mid-2018. This project is being undertaken by the OP-CZM with assistance from lead consultant SSFM International and an expert subconsultant team.
