Abstract

The International Criminal Court was to be the great bastion of international criminal justice, but 15 years into its operation a number of nations are pulling out, the US and some other key states have not signed on and some say the court is stagnating. At the same time, questions arise about the effectiveness of alternative responses to mass atrocity, such as truth commissions and negotiated interventions, and it seems the wave of cosmopolitan political optimism that swept the world in the 90s is fading. Is the great push for international justice fading or are rumours of its demise exaggerated.
