Internal Affiars I First 2 Days Mon-Tue

This course is designed to provide you with the tools to conduct an internal investigation as an investigator. This course also provides understanding for the employee under investigation as well as those employees called as witnesses, supervisors or other investigative leads in an internal investigation.

  • Are you interested in becoming an IA investigator?
  • Do you know your rights should you become the subject of an Internal Affairs Investigation?
  • Are you concerned about how your fellow officers will react to you?
  • Did you know POST or other Standards & Training Boards require a report if you are charged with an offense?
  • Can your statement to Internal Affairs be used against you in a criminal case?

The course will revolve around the basic components of an internal affairs investigation, from complaint to completion. You will discuss case law, Code of Ethics, agency policy and procedures, misdemeanor and criminal law and how they impact the on and off duty officer. You will receive samples of forms you may receive should you become the subject of an investigation, or use in the internal investigation you conduct. We will discuss time restraints pertaining to internal investigations, and gain knowledge as to managing your time and caseload effectively. We will conduct mock complainant interviews and you will be able to articulate your next investigative steps from gathering evidence to interviewing investigative leads. Organizational skills will be discussed along with tips provided for maintaining standards of confidentiality, employee rights and considerations regarding records requests for your investigations.

Objectives: The student will be able to:

  • Explain Garrity and when the warning should be used
  • Complete a complainant interview
  • List the components of an Internal Affairs report
  • Articulate what directional information is and how it applies
  • List tips for managing a time restraint caseload

Internal Affiars II next Three Days Wed-Fri

This course is designed to build off Internal Affairs Investigations I, providing you with a more in depth look and practical applications in the complexity of internal affairs investigations.

  • Do you know the difference between an inquiry and an investigation or which should be used when?
  • Are you comfortable interviewing people of all ranks, backgrounds, in or out of custody?
  • How do you conduct investigations involving administrative, criminal, and EEOC allegations?
  • Are there limitations on where you can find evidence?

The course will lead the investigator through each step of the internal investigation, focusing on practical scenarios, which will provide the student with hands on experience in a safe, non-threatening environment. Students will take a variety of mock complaints, determining if they have an inquiry or investigation, a violation of policy or a disagreement with procedure. Students will issue notice of investigations with the understanding of the importance of articulating allegations. We will discuss case tracking and gathering evidence. Students will have opportunities to improve their interviewing skills with mock subjects. Each student will discuss their findings and reporting. Students will discuss preparation for administrative hearings and courtroom appearances.

Objectives: The student will be able to:

  • Define inquiry and explain when it may be used
  • List three applicable legal cases to internal affairs investigations
  • List locations of potential evidence from internal source
  • Define legal expert and list potential experts of use in internal affairs investigations
  • Compile a complete internal investigative report
