HSDBC Executive Briefing with Eric Cho, Head of the DHS Procurement Innovation Lab

Date: Tuesday, September 19th from 10:00am - 11:30am

Location: Aveshka, 4075 Wilson Blvd, Suite 800, Arlington, VA

Cost: Free (Space is limited. Please limit attendance to no more than 2 representatives per company.)

Mr. Cho will provide 15-20 minutes of opening remarks and then we open it up to a Q&A session and discussion among the attendees. This session will provide an opportunity to learn more about upcoming pilot projects and procurement techniques that he is considering for the PIL as well as his priorities and challenges over the next 12-18 months.

Background on the Procurement Innovation Lab

Mr. Cho leads the Procurement Innovation Lab (PIL), which provides the DHS acquisition community with a safe virtual space for experimenting with innovative techniques for increasing efficiencies in the procurement process and institutionalizing best practices.

The PIL aims to improve the efficiency and effectiveness of procurements by:

  • Lowering entry barriers for innovative, non-traditional contractors to compete for DHS business opportunities

  • Shortening time-to-award; thereby delivering capability to the customer faster

  • Encouraging competition by providing interested vendors with a greater understanding of the goals and objectives for each procurement; and

  • Increasing the likelihood of successful outcomes by focusing on evaluation techniques to obtain the most qualified vendors.

To accomplish the above, the PIL Concept of Operations supports two main activities:

  • Testing (Experimenting) - Apply innovative procurement techniques in actual projects and capture customer feedback and lessons-learned; and

  • Sharing (Institutionalizing) - Share best practices and sample documents DHS-wide via webinars, intranet portal, and outreach.

The Office of Federal Procurement Policy cited the PIL’s innovative work when it announced a new initiative to accelerate the establishment of acquisition innovation labs in all Federal agencies.

These objectives will enhance the Department’s mission and strengthen our industry relationships while saving taxpayer dollars. Through these objectives and the PIL’s practices, the PIL is promoting a learning culture which encourages managed risk-taking to enhance acquisition support for the DHS mission.
