Program Description

Topic: "Are We Ready for a New Payments Network?"

The stars are aligning on a flurry of new developments in payments. Several payment providers have been developing proposals on how the U.S. can catch up to other countries in offering consumers and businesses a faster, even real-time payments network. The Clearing House, owned by the largest financial institutions is about to rollout a 24/365 real-time network that is a completely new payments rail! How will this work and what is the business case for use? This session will address these questions and what's driving these initiatives.

Norman is President Emeritus of ePayResources. ePayResources was formed in August 2016 by the merger of EastPay and SWACHA and is the second largest of NACHA’s regional payment associations supporting over 1,600 financial institutions and businesses. Norman was previously President & CEO of EastPay. Prior to joining EastPay in 1979 Norman worked for the Federal Reserve Bank of Richmond. From 1979 – 1996 Norman was concurrently a VP for the Virginia Bankers Association and Executive Director of EastPay (formerly VACHA).

He has served on the Board of Regents and as a faculty member for NACHA’s Payments Institute, and served on NACHA’s Government Relations Advisory Group. Norman is has served multiple terms on the Fifth District Federal Reserve’s Payments Advisory Committee. He served on the Board of Directors for ePayAdvisors™ which provides payments-related risk management, compliance, and consulting services to financial institutions and businesses throughout the U.S. He currently is member of the Dean’s Advisory Council of the Honors College for Virginia Commonwealth University. He is a multiple past member of the NACHA Board of Directors. He is a current member and past president of the Commonwealth Association for Financial Professionals Chapter. He has chaired the Payments Risk Council for FS-ISAC, focusing on cyber and physical vulnerabilities for financial institutions. Norman is currently a participant of the Federal Reserve Banks Faster Payments Task Force, considering a real-time payments alternative. He was a founding member of the NACHA’s former U.S. International Committee and for eight years was a Steering Committee member of NACHA’s Bill Payment Council.

Norman holds a BS in Business Management from Virginia Commonwealth University and is a graduate of the Virginia Bankers School of Bank Management. Norman also holds both the AAP (Accredited ACH Professional) and CTP (Certified Treasury Professional) certifications.

Directions to Residence Inn:

Take I-95 North to I-295 North (beltway around Richmond) to I-64 East.

Take Exit #281 (South Military Highway).Immediately get in left lane.

Turn left at first traffic light (Elizabeth Drive).

If coming from Eastern North Carolina, pick up I-64 in Chesapeake, Virginia:

Take exit #282 (Northampton Blvd)

Get in Left Exit Lane and go left at traffic light at the end of the ramp

(you will pass under I-64).

Turn Right onto Military Hwy and enter the hotel parking lot

From Norfolk International Airport:

Follow airport access road to Main Exit.

Take a Left at first traffic light onto Azalea Garden Road.

Then turn left at first traffic light onto Military Highway.

Go under I-64 and turn left at first traffic light (Elizabeth Drive) into hotel.
