Description

On the side of the 39th Session of the General Conference in Paris, France, UNESCO will host a breakfast meeting with ministers and other key spokespeople to discuss the recently launched 2017/8 GEM Report Accountability in education: Meeting our commitments, its key conclusions, and what steps we must take to move towards our SDG4-Education 2030 goals. Welcome remarks to the event will be delivered by Ms Irina Bokova, Director-General of UNESCO.

The Report highlights that progress towards our common commitments to quality, equitable education requires clear accountability mechanisms that can hold all actors answerable for their responsibilities. Ambitious education outcomes such as those in SDG 4 rely on multiple actors often fulfilling shared responsibilities. All of us, from international organisations down to parents and students, must contribute in different ways.

This event will combine a presentation of the Report by the Director of the Report, Manos Antoninis, with two ministerial-level panel discussions. The first panel will focus on the role and responsibilities of government and international organisations for strengthening accountability in education. The second panel will discuss accountability approaches involving schools and teachers and how policies which focus on building over blaming are more likely to produce equitable, inclusive and high-quality education systems. The discussions will enable countries to see what others are doing to achieve the common targets, an indirect but no less important role of accountability through peer learning.

Grounded in the evidenced-based findings of the 2017/8 GEM Report, the aim this event will be to:

  • Inform policy makers of different approaches to accountability being used in different contexts, their benefits and disadvantages

  • Share key evidence-based recommendations from the Report relevant to national, regional and global policy makers.
