Educational Presentation

“SFS Restaurant and Special Events Licenses and Permits”

Join us for a presentation by representatives of the Florida Department of Business and Professional Regulation Division of Alcoholic Beverages and Tobacco.  This presentation will include an overview of licensing requirements, the audit process, enforcement procedures, and special events licenses and permits.

Speakers:

J. Cesar Torres

Senior Tax Audit Administrator, Bureau of Auditing
Division of Alcoholic Beverages and Tobacco

J. “Cesar” Torres, has worked as an audit manager and internal auditor for over thirty years. He is a graduate of Florida International University, where he studied management and accounting. In the private sector, he has worked as a Controller for a major cruise line concessionaire that operated on over forty ships worldwide and as Director of Internal Audit for local gaming companies based in South Florida. Since 2016, Cesar has also volunteered as a guest speaker at the University of Miami, teaching internal audit techniques.

Cesar’s public sector career has mainly involved alcoholic beverage and tobacco regulation, although in his early years he was involved in gaming regulation. He is the author of many current audit procedures and guidelines and is involved in teaching different audit related topics during yearly auditor training sessions sponsored by the Division of Alcoholic Beverages and Tobacco (DABT). He is currently the District Manager of the Margate DABT Auditing Office, which covers Broward, Palm Beach, Glades, Hendry, Collier, Manatee, Sarasota, Charlotte, and Lee counties. The district receives monthly reports from all wholesale alcoholic beverage and tobacco taxpayers, who are subsequently audited on a biannual basis. The office is also responsible for conducting compliance audits on both wholesale and retail accounts.                            

Among Cesar’s awards throughout his career, he was individually recognized by Florida's Governor on two separate occasions. First in 1992 Cesar was awarded the Governor’s Distinguished Service Award by Governor Lawton Chiles and more recently he was awarded the Governor’s Excellence Award by Governor Rick Scott in 2011.

Sandy Hillard

Sandy Hillard is an Agent with the Division of Alcoholic Beverages and Tobacco.  Agent Hillard started with the Division 22 years ago.  She began her career with the Bureau of Licensing where she assisted with the issuance of alcoholic beverage licenses for approximately 3 years.  Agent Hillard then transferred to the Bureau of Enforcement as an Investigation Specialist and for the next several years was tasked with conducting licensed premise inspections for licensees ensuring that the licensees were in compliance with Florida State Statutes regulating the sale of alcoholic beverages and tobacco products.  In 2005, Agent Hillard put herself through the police academy and became a law enforcement officer for the Division.  Since that time, Agent Hillard has been tasked with the enforcement of Florida State Statutes. 

Sharon Scott

Sharon Scott is the Regional Supervisor for the Central Region with the Division of Alcoholic Beverages and Tobacco.  She started with the Division 14 years ago.  She began her career with the Bureau of Licensing as a Regulatory Specialist II in 2003 and then was promoted to Regulatory Supervisor for the Tampa District Office in December 2004 until her recent promotion to Regional Supervisor for the Central Region in May 2017.
