About this Event

What facility heating, ventilation, and air conditioning strategies are needed to prevent or mitigate the spread of COVID-19? Join the National Academies’ Federal Facilities Council on Wednesday, October 28, 2020, from 2:00-3:30 EDT for a webinar on Heating, Ventilation, and Air Conditioning (HVAC) Strategies in Response to COVID-19. This webinar will address guidance from the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) on HVAC strategies, system and facility design, and practical experience for preparing existing federal facilities for occupancy.

Speaker Bios

Dr. William Bahnfleth is a professor of Architectural Engineering at Penn State, where he has been a member of the faculty since 1994. He teaches a variety of subjects related to heating, ventilating, and air conditioning systems and conducts research on indoor air quality and district energy systems. He is a past-president of ASHRAE (the American Society of Heating, Refrigerating, and Air-conditioning Engineers) and currently serves as chair of the ASHRAE Epidemic task force.

Dr. Bahnfleth holds a BS, MS, and Ph.D. degrees in Mechanical Engineering from the University of Illinois at Urbana-Champaign as well as a BMus degree. He is a Registered Professional Engineer. Dr. Bahnfleth is a Fellow of ASHRAE, the American Society of Mechanical Engineers (ASME), and the International Society for Indoor Air Quality and Climate (ISIAQ).

Mr. Raymond Doyle joined WB Engineers+Consultants in 2012 and is the managing principal of our Washington, DC office. His responsibilities include leading a talented team, overseeing all DC projects, and building business. He is also WB’s Life Sciences Practice Leader, leading our design and managing our corporate life sciences accounts. Because of his technical strengths and research expertise, since March 2020, Ray has also led WB’s COVID response team. He has done extensive research into effective strategies for improving indoor air quality to reduce COVID exposure, separating the facts from the extensive misinformation. He has presented this research to over 60 companies and institutions.

Ray earned a BS in Mechanical Engineering at the University of Maryland. He is a licensed professional engineer and a LEED Accredited Professional. He is a previous recipient of an ASHRAE Technology Award.

Mr. Robert “Skip” Vaughn is the director of Facilities and Property Management at the National Institute of Standards and Technology (NIST) where he has held the position since 2016. In this position, he oversees all facility operations and maintenance, facility services, capital asset management, and the design and construction program for NIST. Prior to NIST, Mr. Vaughn spent 20 years in roles ranging from general contractor, construction manager, and owners representative in a range of roles across the military, federal agencies, and in the private sector.

Mr. Vaughn holds a BS in Civil Engineering from the U.S. Coast Guard Academy and an MS in Civil Engineering from the University of Illinois at Urbana-Champaign. He is a member of the Federal Facilities Council, the board of advisors for the Construction Industry Institute and a former ad hoc member of the board of directors for the Construction Management Association of America. Mr. Vaughn is also a fellow of the Design-Build Institute of America (DBIA) and the International Institute for Sustainable Laboratories (I2SL).
