Health care is one of the most rapidly growing sectors of the economy, with expenditures in 1988 totaling $539.9 billion, or 11.1 percent of GNP, up from 5.3 percent of GNP in 1960. For 1992, health care spending was projected to be over 13 percent of GNP. Spending on health care services and products reached $1.3 trillion in 2000, which was up 6.9 percent from the previous year. We estimate that slowing the annual growth rate of health care costs by 1.5 percentage points would increase real gross domestic product (GDP), relative to the no-reform baseline, by over 2 percent in 2020 and nearly 8 percent in 2030.
