The Health Care Council of Chicago (HC3), an initiative of MATTER and Leavitt Partners, enables Chicagoland healthcare companies to expand their intellectual, technical, human, and financial capital. As former regional manager, Celeste Davis served as the chief civil rights enforcement official for Health and Human Services in 10 Midwestern states. OCR enforces the HIPAA Privacy and Security Rules, Breach Notification Rule, and also enforces federal civil rights laws. Prior to joining OCR in 2007, Davis was a practicing attorney in the labor and employment arena, including a position as the supervisory attorney for the U.S. Equal Employment Opportunity Commission Mediation Program.

Liisa Thomas is the chair of Winston & Strawn’s Global Privacy and Data Security Practice and author of the top-selling book, Thomas on Data Breach: A Practical Guide to Handling Worldwide Data Breach Notification, described as “a no-nonsense roadmap for in-house and external practitioners alike.” Thomas, based in Chicago and London, was recently named by Finance Monthly as US Data Protection Lawyer of the Year. She has taught data privacy and security issues at a variety of law schools, and is a current adjunct professor in Northwestern University’s Master of Science in Law Program.

Cori McKeever Ashford has 17 years of experience in healthcare and corporate communications, with extensive experience leading integrated agency teams. Ashford has deep experience in issues management and crisis communications, executive visibility, and content marketing using a number of dynamic platforms. In addition to her role as Chicago healthcare practice leader, she oversees several of the Weber Shandwick’s key healthcare client engagements.
