Moderated by Elaine Wyder-Harshman, Founding Partner of the Lens Legal Group

Expert panelists, Rich Moskal, Director of Chicago Film Office, Kalena Chevalier, Director, Grants program at DCASE and Mark Hallett, Program Manager, Grants and Partnerships at Illinois Humanities, discuss what funds available for film/video makers, what makes a great application, best practices and how to apply.

Rich Moskal

Director of Chicago Film Office

Leading expert in advancing Chicago as an industry hub for film, television and media production. Over 20 years experience in growing the creative industries through hands-on advocacy, public/private partnerships, effective project management and problem solving.


Working directly with producers, directors, executives, and in collaboration with local, state and federal officials, to make possible the on-location production of major motion pictures, television series, independent features, commercials, documentaries and other media.


Kalena Chevalier

Kalena began serving as the Program Director for the Cultural Grants Program at the City of Chicago’s Department of Cultural Affairs and Special Events (DCASE) in May. She came to DCASE with 13 years of experience working in Chicago's arts and culture community. She has worked artistically and administratively with organizations including Goodman Theatre, Steppenwolf Theatre Company and Writers' Theatre, and most recently as the Associate Director of Development for Hubbard Street Dance Chicago. Kalena graduated from the University of Michigan in Ann Arbor with degrees in Theatre, Dramatic Writing and History.

Mark Hallett

Program Manager, Grants and Partnerships

Leader in philanthropy, journalism, community building and audience engagement. For the past 19 years, has led journalism initiatives at the McCormick Foundation in Latin American press freedoms, diversity in news, community and ethnic news and youth media. Has overseen a portfolio of 30-40 projects at any given time and has worked on developing networks in multiple areas at the international, national and local arenas. An example of the impact delivered has been to help Chicago-based nonprofits in journalism and the arts increase their partnerships, improve their governance and significantly boost their fundraising. Has served on multiple area boards and participated in and chaired numerous grant maker committees.

Elaine Wyder-Harshman

Elaine Wyder-Harshman is the Founding Partner of The Lens Legal Group LLC. Drawing on her pre-law background in graphic arts and coding, Elaine serves clients in the technology and media sectors, and in particular in film. Together with colleagues Christopher Williams and Shara Lerman, Elaine practices corporate, securities, copyright, trademark, and entertainment law.

Elaine received her M.F.A. in Photography from Columbia College Chicago and her J.D. from Chicago-Kent College of Law. Before entering private practice, Elaine served for seven years as an Assistant Attorney General for the State of Illinois in the Civil Appeals Division.
