About the TIME Task Force
The Traffic Incident Management Enhancement (TIME) Task Force exists to develop and sustain a Georgia-based incident management program facilitating safe, quick clearance of roadway incidents. Keynote Speaker
Russell R. McMurry, Commissioner - Georgia Department of Transportation
Commissioner McMurry began his career with the Department in 1990 as an engineering trainee working in construction. Since then, he has served in a variety of roles that include Construction Project Manager, Area Engineer and District Engineer in Gainesville, a position he held for five years. At the State level, he served as State Roadway Design Engineer and jointly as Assistant Division Director of Engineering. Commissioner McMurry is focused on providing Georgia with transportation infrastructure that is in a state of good repair, investment that supports business, especially agribusiness and delivery of Georgia’s major mobility investment program, the largest program in Georgia’s history.

Spencer R. Moore, Commissioner - Georgia Department of Driver Services
Commissioner Moore previously served as Deputy Commissioner of DDS for four years. He also served as Deputy Director of the Governor’s Office of Highway Safety. Moore has served the State of Georgia for more than 20 years. He is a graduate from Morehouse College with a Bachelor of Arts degree in Political Science. He obtained his Master of Business Administration from the University of Phoenix. Commissioner Moore was recently sworn in as an American Association of Motor Vehicle Administrators (AAMVA) International Board Member. Elected by his peers from across the country, Moore serves as one of 12 members of the Board of Directors.

Thomas J. Barron Jr., Federal Law Enforcement Training Centers
Thomas Barron currently serves as a Branch Chief in the Driver and Marine Division (DMD), Basic Driving Branch. He began his federal law enforcement career in 2011 as a Driving Instructor at the Federal Law Enforcement Training Centers-Glynco (FLETC) where he instructed in all branches of Driver Training. From 2012 to 2015, he served as a Tactics and Active Shooter Instructor in the Enforcement Operations Division. Barron served in the U.S. Army from 1990 to 1994 as an Infantryman. He began his law enforcement career in 1995 with the Statesboro Police Department serving in the Uniformed Division as a Patrol Officer, Traffic Officer, and Field Training Officer. In 1997, Barron joined the Georgia State Patrol. During his 14 years as a State Trooper, he was assigned to four duty posts and served on the Specialized Collision Reconstruction Team.
